    Mortgage-backed securities—and the bankers who loved them—wreaked havoc last year, helping to pitch us into the deepest downturn since the Great Depression. Are you ready for a replay?

    Gird your loins. The signs are growing that there’s a new Wall Street gold rush under way—for those complex bundles of mortgage loans that fueled banks’ profits between 2005 and 2007. This year, prices for mortgage-backed securities are rocketing as federal stimulus dollars flood the market. But the difference with this “boom” is the center of gravity has shifted: from giddy, cowboy bankers to the Federal Reserve. The Fed is so eager to save banks, create a demand for these securities, and stabilize the housing market that it’s taking troubled loans and mortgages onto its own books. The problem is the Fed may be in well over its head.

    The Fed is cleaning up the old mortgage securities in the market—mostly old residential mortgage loans backed by Fannie Mae and Freddie Mac. But it will soon be on the hook for new ones, too, as troubled commercial mortgages are expected to fail en masse in a crash. The institution has already received $2.3 billion in requests to buy commercial mortgages. Indeed, investors are so eager to dump their commercial mortgage-backed securities on the Fed that they have spurred an outcry against Standard & Poor’s, which has said it may tighten its ratings requirements to keep the more problematic loans out of government hands. Put simply, the holders of such securities don’t want anything to stand in the way of getting on the federal gravy train.

    Both types of assets are creating a shadow boom in unworthy debt, based on the same excessive leverage and questionable financial judgment of the last credit bubble. Plus the Fed is making some of the same mistakes as banks did in 2005-07. The banks forgot they were in the “moving” business-of underwriting mortgage-backed securities—and got into the “storage” business of keeping those securities on their books. That’s where the Fed is now. It has not yet articulated an exit strategy to dump up to $800 billion of mortgages from its balance sheet.

    And if you thought U.S. banks holding all those sketchy mortgages was a bad idea, wait until you see what happens when the center of our country’s money supply is saddled with bad debt. The Fed could bail out the banks; no one can bail the Fed out.

    It’s partly a matter of sheer dollars. The Fed has dug itself in deep, spending $64 billion over the last four weeks and $741 billion this year as it plans to purchase $1.25 trillion of securities backed by agencies like Fannie Mae [

    US consumer confidence fell to its lowest level in four months in August on worries over high unemployment and dismal personal finances, though the mood improved from earlier this month, a survey showed Friday.

    The Reuters/University of Michigan Surveys of Consumers said its final index of confidence for August fell to 65.7 from 66.0 in July.

    That was the lowest since 65.1 in April but above economists’ expectations for 64.5 and higher than this month’s preliminary reading of 63.2.

    “This tells me consumers are still in rebuilding phase,” said Christopher Low, chief economist at FTN Financial in New York. “Investors still have to be worried about the sustainability of the recovery. It’s clear to me that we cannot count on growth through next year as long as consumers are still on the ropes.”

    U.S. stocks hit session lows after the data, while the dollar slipped versus the yen U.S. government bonds, which are favored by investors during times of economic weakness, trimmed earlier losses.

    Consumers rated the current economic conditions as the worst since March, when the stock market hit 12-year lows.

    The index fell to 66.6 from 70.5 in July, but was an improvement from 64.9 earlier this month.

    “Confidence rebounded in late August as consumers increasingly expected improved conditions in the national economy even as they reported the worst assessments of their finances since the surveys began in 1946,” the report said.

    Consumers’ one-year inflation expectations fell to 2.8 percent — the lowest since May — from July’s 2.9 percent.

    Five-year inflation expectations dropped to 2.8 percent from July’s 3.0 percent, reaching their lowest point since April.

    Burglars Use Facebook, Twitter to Find New Targets

    Facebook users enthusing about an upcoming holiday or a recently purchased high-tech gadget may not just be telling their friends but also potential burglars, warns an insurance company.

    A survey of 2,092 social media users by British-based Legal & General found nearly four in ten, or 38 percent, of people using social networking sites like Facebook or Twitter post details about holiday plans and 33 percent details of a weekend away.

    Coupled with the finding that an alarmingly high proportion of users are prepared to be ‘friends’ online with people they don’t really know, this presents a serious risk to the security of people’s home and contents,” said the insurer.

    In a report called “The Digital Criminal,” Legal & General said people used social media sites to connect with people who were essentially strangers, which could provide potential thieves with vital, personal information.

    To test how readily people accepted ‘friends’ online, Legal & General’s survey, conducted by European market researcher Opinion Matters, involved sending out 100 ‘friend’ or ‘follow’ requests to strangers selected at random.

    Of those 13 percent were accepted on Facebook and 92 percent on Twitter — without any checks.

    But despite these new ‘friends,’ the survey found that nearly two-thirds, or 64 percent, of 16-24 year olds shared their holiday plans, with younger users the most likely to give away information about their whereabouts.

    Men were found to be quite relaxed about giving personal information online, with 13 percent including their mobile number on their profile compared with 7 percent of women. Nine percent of men also posted their address compared to 4 percent of women.

    “This reaction could result in a complete stranger potentially being able to learn about a person’s interests, location and movements in and out of their home,” said Legal & General.

    Reformed burglar Michael Fraser, who appears in BBC’s “Beat The Burglar” series and helped Legal & General prepare the report, said this kind of information was being used by professional burglars to establish a list of targets.

    As well as information about trips away, people were posting party photos showing the interiors of homes and also chatting about their cool new purchases and presents.

    “I call it ‘Internet shopping for burglars.’ It is incredibly easy to use social networking sites to target people, and then scope out more information on their actual home … all from the comfort of the sofa,” said Fraser in a statement.

    “There is absolutely no doubt in my mind that burglars are using social networks to develop relationships with people to identify likely targets.”

    Details of a revamped version of the Cybersecurity Act of 2009 show the Senate bill could give the president a “kill switch” on the Internet and allow him to shut out private networks from online access.

    A Senate bill would offer President Obama emergency control of the Internet and may give him a “kill switch” to shut down online traffic by seizing private networks — a move cybersecurity experts worry will choke off industry and civil liberties.

    Details of a revamped version of the Cybersecurity Act of 2009 emerged late Thursday, months after an initial version authored by Sen. Jay Rockefeller, D-W.V., was blasted in Silicon Valley as dangerous government intrusion.

    “In the original bill they empowered the president to essentially turn off the Internet in the case of a ‘cyber-emergency,’ which they didn’t define,” said Larry Clinton, president of the Internet Security Alliance, which represents the telecommunications industry.

    “We think it’s a very bad idea … to put in legislation,” he told FOXNews.com.

    Clinton said the new version of the bill that surfaced this week is improved from its first draft, but troubling language that was removed was replaced by vague language that could still offer the same powers to the president in case of an emergency.

    “The current language is so unclear that we can’t be confident that the changes have actually been made,” he said.

    The new legislation allows the president to “declare a cybersecurity emergency” relating to “non-governmental” computer networks and make a plan to respond to the danger, according to an excerpt published online — a broad license that rights experts worry would give the president “amorphous powers” over private users.

    “As soon as you’re saying that the federal government is going to be exercising this kind of power over private networks, it’s going to be a really big issue,” Lee Tien, a senior staff attorney with the Electronic Frontier Foundation, told CNET News.

    A Senate source familiar with the bill likened the new power to take control of portions of the Internet to what President Bush did when he grounded all aircraft on Sept. 11, 2001, CNET News reported.

    Spokesmen for Senator Rockefeller and the Commerce Committee did not return calls seeking comment before this article was published.

    But Rockefeller, who introduced the bill in April with bipartisan support, said the legislation was critical to protecting everything from water and electricity to banking, traffic lights and electronic health records.

    “I know the threats we face,” Rockefeller said in a prepared statement when the legislation was introduced. “Our enemies are real. They are sophisticated, they are determined and they will not rest.”

    The bill would also let the government create a detailed set of standards for licensing “cybersecurity professionals” who would oversee a single standard for security measures.

    But many in the technology sector believe it’s a job the government is ill-equipped to handle, said Franck Journoud, a policy analyst with the Business Software Alliance.

    “Simply put, who has the expertise?” he told FOXNews.com in April. “It’s the industry, not the government. We have a responsibility to increase and improve security. That responsibility cannot be captured in a government standard.”

    Clinton, of the Internet Security Alliance, praised President Obama’s May science policy review, which he said would take cybersecurity in the right direction by promoting incentives to get the private industry to improve its own security measures.

    But he faulted the Senate bill, which he said would centralize regulations for an industry that is too varied to fall under the control of a single set of rules without endangering the economy and security.

    “We think a lot of things need to be done to enhance cybersecurity,” he told FOXNews.com, but this bill is “not something that we could support.”

    Former Vice President Dick Cheney on Friday said the Obama administration should be debriefing CIA interrogators about keeping the country safe rather than trying to punish them for doing their jobs.

    In an exclusive interview taped to air this weekend on “FOX News Sunday,” Cheney called the Justice Department probe of interrogators an “outrageous political act” that will do long-term damage to the United States’ capacity to protect the country.

    “We had a track record now of eight years of defending the nation against any further mass casualty attacks from al Qaeda. The approach of the Obama administration should be to come to those people who were involved in that policy and say, ‘How did you do it? What were the keys to keeping this country safe over that period of time?'” Cheney said.

    “Instead, they’re out there now threatening to disbar the lawyers who gave us the legal opinions — threatening contrary to what the president originally said. They’re going to go out and investigate the CIA personnel who carried out those investigations,” Cheney added.

    Last week, U.S. Attorney General Eric Holder said he was appointing a special prosecutor to look at data obtained about enhanced interrogation techniques to determine whether criminal acts were committed. The data are the same previously reviewed by career prosecutors in the Eastern District of Virginia, where the CIA is headquartered. The data led to one arrest and conviction.

    The former vice president for months has demanded the CIA release materials to show the effectiveness of harsh tactics in enabling interrogators to get information used to thwart planned attacks.

    This week, the CIA’s inspector general released a declassified report on the use of enhanced interrogation tactics. The report said that CIA agents got valuable information but critics insist the results did not justify the methods.

    1. on the news some are trying to say that he was a champion for vets. However, I recall Kennedy fighting AGAINST benefits for the vets . When in the army in the late 70’s, soldiers were talking about Teddie speaking against vets getting getting life time healthcare at the VA & that he said that just because soldier serve in military don’t entitle him/her to va healthcare.

    2. On the news, a reporter on site at Arlington said that Kennedy will be buried the final resting place our our FALLEN. I believe that the fallen are prior military. If Teddy is not a veteran then he is NOT a fallen. The democrats have fought the hardest to harm veterans rights, yet when they die, they want military honors.

    JFK served in the military & got honorable discharge. Im not sure if Bobby was in service. But just because Bobby & John were buried there, does not mean that he has to take up a valuable burial plot that is intended for our veterans. Veterans plots are becoming so scarce that they have been talking about cremation for the State cemeteries.

    In fact, the government said that Arlington is darn near full & will be cut off in a few more years. So Teddy should had been taken to the family (civilian) plot.

    I dont know why the news is not reporting the fact of there will be no plots to bury the veterans. Since plots are almost filled up, rules needs to be put in place that non-veterans not take up the main plot at Arlington.

Kennedy was assigned to Paris, never advanced beyond the rank of Private, and returned to Harvard upon being discharged.

    While attending law school at the University of Virginia, he was cited for reckless driving four times, including once when he was clocked driving 90 miles per hour in a residential neighborhood with his headlights off after dark. Yet his Virginia driver’s license was never revoked. He passed the bar exam in 1959, and two years later was appointed an Assistant to the District Attorney in Massachusetts’ Suffolk County.

    In 1962, at age 30 (constitutionally, the minimum age to hold a Senate seat) he ran for the Senate. His timing was perfect — his brother John had given up the seat to become President, and Kennedy easily won the office. He was re-elected to seven more terms.

    In 1964, he was seriously injured in a plane crash, and hospitalized for several months. His sister Kathleen and nephew “John John” were killed in separate plane crashes.

    On 19 July 1969, Kennedy attended a party on Chappaquiddick Island in Massachusetts. At about 11:00 PM, he borrowed his chauffeur’s keys to his Oldsmobile limousine, and offered to give a ride home to Mary Jo Kopechne, a campaign worker. Leaving the island via an unlit bridge with no guard rail, Kennedy steered the car off the bridge, flipped, and into Poucha Pond. He swam to shore and walked back to the party — passing several houses and a fire station — and two friends returned with him to the scene of the accident. According to their later testimony, they told him what he already knew, that he was required by law to immediately report the accident to the authorities. Instead Kennedy made his way to his hotel, called his lawyer, and went to sleep.

    Kennedy called the police the next morning. By then the wreck had already been discovered. Before dying, Kopechne had scratched at the upholstered floor above her head in the upside-down car. The Kennedy family began pulling strings, ensuring that any inquiry would be contained. Her corpse was whisked out-of-state to her family, before an autopsy could be conducted. Further details are uncertain, but after the accident Kennedy says he repeatedly dove under the water trying to rescue Kopechne, and he didn’t call police because he was in a state of shock. In versions not so kind, it is widely assumed Kennedy was drunk, that he was having an affair with Kopechne, and/or that he held off calling police in hopes that his family could fix the problem overnight.

    After the accident, Kennedy’s political enemies referred to him as the distinguished Senator from Chappaquiddick, or worse. He pled guilty to leaving the scene of an accident, and was given a suspended sentence of two months. Kopechne’s family received a small payout from the Kennedy’s insurance policy, and never sued. There was later an effort to have her body exhumed and autopsied, but her family successfully fought against this in court, and Kennedy’s family paid their attorney’s bills.

    In 1973, at the height of Nixon’s Watergate scandal, Kennedy thundered from the Senate floor, “Do we operate under a system of equal justice under law? Or is there one system for the average citizen and another for the high and mighty?”

    In 1980, Kennedy challenged Carter, his own party’s sitting President, for the Democratic nomination. Kennedy’s bid was hampered by questions of Chappaquiddick and by an interview with CBS Newsman Roger Mudd, who asked the straightforward question, “Why do you want to be President?” Kennedy couldn’t come up with a straightforward answer. Carter was nominated for re-election, but the party’s divisions contributed to the victory won by Reagan.

    In a late-1980s media profile, Kennedy was succinctly described as someone who “grew to manhood without learning to be an adult”. He was rumored to have had several affairs while married to his first wife, and had often been seen in public while thoroughly tanked and/or behaving obnoxiously. In 1987 he was caught in flagrante delicto with an unidentified woman on the floor of a restaurant. His public image after the early 1990s and during his second marriage was more conservative and restrained. In 1994, Kennedy became the first member of Congress to have an official website.

    Ted Kennedy was in the military for two years. He signed up for 4 years initially and his relatives pulled strings and got it reduced to two. He avoided going into combat… gee. That 2 year stint occurred because he got expelled from collage during the draft.

    Democrats and Republicans were already squabbling bitterly over Ted Kennedy’s legacy in advance of his funeral on Saturday at a Catholic church in Boston and his burial alongside his two assassinated brothers at the national cemetery in Arlington.

    Aides to Barack Obama, who will deliver the funeral oration on Saturday to a congregation that will include three former US presidents and several foreign leaders, dismissed conservative allegations the president would use the occasion to try to breathe life into his tottering healthcare reform drive.

    Senior Democrats have said the healthcare bill should be renamed after Mr Kennedy, who said achieving universal health insurance was “the cause of my life”. But a spokesman for Mr Obama said he would steer clear of politics in Saturday’s address: “Our country lost a beloved leader and the politics and implications of that are the last thing on the president’s mind right now.”

    Conservative critics of healthcare reform nevertheless accused Democrats of exploiting Mr Kennedy’s death. “The Democrats are playing the death card again, wrapping their wildly unpopular healthcare bill in the sentimental gauze of Ted Kennedy’s memory,” said Laura Ingraham, a conservative commentator. “It is disgusting.”

    The row over the alleged politicisation of Mr Kennedy’s passing is likely to continue after the funeral as Democrats step up plans to amend state law in Massachusetts so Mr Kennedy’s seat can be filled by a temporary appointee, and the party can keep its potentially critical 60-seat majority in the Senate during the make-or-break autumn session.

    Under existing Massachusetts law, an election should be held between 145 and 160 days after the seat is vacated. That would leave the seat vacant until January – too late for a vote in the Senate to shut off an opposition filibuster, which needs a majority of 60.

    Shortly before his death, Mr Kennedy urged Deval Patrick, the Democratic governor of Massachusetts, to amend the state law. Interim candidates include Joseph Kennedy II – the son of the late Robert Kennedy and nephew of Ted – and former presidential candidate Michael Dukakis.

    “There is no mourning period when it comes to ensuring adequate representation for Massachusetts in the US Senate,” said the Boston Globe in an editorial on Friday. “Important votes on healthcare and climate change draw near.”

    Any attempt to amend state law would trigger further conservative fury since the existing law was rushed through in 2004 during the presidential election. Democrats feared that Mitt Romney, the then Republican governor of Massachusetts, would appoint a Republican to replace John Kerry, had he won the presidential election.

    On Thursday, Mr Kerry added to calls for that law to be rescinded. “Given how bitterly polarised and partisan the healthcare debate has become, it is conceivable that it could all boil down to a party-line vote in the Senate to shut off a Republican filibuster,” says Thomas Mann, a veteran commentator on Congress.

    Senior Republicans including John McCain and Orrin Hatch, both friends of the late Mr Kennedy, have suggested that, had he lived, a bipartisan compromise on healthcare would be possible. That claim is impossible to disprove and seems implausible; both senators oppose key planks of healthcare reform.

    Nor is Mr Kennedy’s death likely to strongly alter the debate in favour of reform. Mr Kennedy, whose posthumous memoir, True Compass, will be published on September 15, had been absent from the Senate all year. “That’s just not how politics works,” says David Frum, a leading conservative commentator. “Healthcare reform was in trouble before he died and it is still in trouble now.”

    ANTIOCH, Calif. — Phillip Garrido spent the 1970s on one debauchery after another: LSD trips, cocaine binges, pot smoking, public masturbation. Then in 1976, he found a new way to indulge his twisted sexual fantasies.

    He kidnapped a woman from a South Lake Tahoe parking lot, handcuffed her, took four hits of acid and raped the victim in a storage unit in Reno. The investigator in the case described the storage unit as a “sex palace,” with various sex aids, pornography, stage lights and wine.

    The shocking rape case provided an early glimpse into the criminal exploits of Garrido, who allegedly snatched 11-year-old Jaycee Lee Dugard from a bus stop and held her captive for 18 years, fathering her two children, before being arrested this week.

    It also serves as an example of how he managed to somehow slip through the cracks of the system. In 1977, Garrido was sentenced to 50 years for the kidnapping conviction and life for the rape conviction, but he was granted parole in 1988 for reasons that are unclear at this point.

    A retired Reno police detective assigned to the first criminal case said that Garrido indicated he preferred sex by force after confessing the crimes to him. At trial, he testified that he indulged his fantasies by masturbating in restaurants and restrooms and while reading magazines and watching movies.

    Dan DeMaranville, 74, told The Associated Press that a cooperative Garrido came across as intelligent and educated during his interviews with him, despite heavy drug use that started in 1968.

    “I asked him after he confessed why he did it, and he said it was the only way he could get sexual satisfaction. I think he had to use force to get sexual satisfaction,” DeMaranville said.

    “He gave the impression he was remorseful. But I don’t know whether it was a put-on or not,” he added.

    At one point, DeMaranville asked Garrido where he got the handcuffs to detain the 25-year-old victim.

    “He said it was a present from his wife. He was married at the time.”

    DeMaranville, who retired from the Reno force 20 years ago and now is a security guard in Reno federal court, praised a fellow officer for nabbing Garrido several hours after he drove the woman from South Lake Tahoe to the storage unit.

    Officer Clifford Conrad stopped to investigate why a car with California plates was parked outside some storage units in the early morning hours.

    Finding a door lock broken off, the officer tried to open the door. Garrido came out wearing only pants while the naked woman came out yelling for help from the officer.

    According to court documents, Garrido’s sanity was the main issue in the federal trial.

    A defense expert, Dr. Charles B. Kuhn, testified that Garrido was dependent on both LSD and marijuana, and “did not have adequate control to conform his conduct.”

    But the jury sided with a government expert, Dr. Lynn B. Gerow, who said he thought Garrido was competent to stand trial and was responsible for the acts in question.

    Garrido served 10 years in the federal prison in Leavenworth, Kansas, before being granted parole. He then served seven months for the rape conviction in a Nevada prison before being granted an early release in August 1988. Less than three years later, he allegedly kidnapped Jaycee.

    It’s not clear why he did not do more time with such long prison sentences.

    Meanwhile, DeMaranville said he was surprised about Garrido’s latest arrest.

    “Why is he out and about?” he asked. “If he’s on lifetime parole, where was his parole officer? The guy was a sick puppy, and should have been neutered before he was paroled.”

    This man was let out after sex offences. Now, with the Obutthole recession, California feels in order to save money, they will let sex offenders out of prison.

    Let’s see… We’re going to continue the “save the whales” and “save the otter” programs, but let prisoners loose to save a bankrupt state. Is there something in the water on the left coast?

    I don’t think they get all of the lead out of that water personally. Maybe it’s the public school system run by the teachers unions. Maybe those union members are brain impaired.
