Geothermal adaptation for use as an alternative energy source is certainly NOT, I repeat… NOT… “relatively new.”

Geothermal to Electric Power generation has been around in the US since 1922.

A group of Italians built an electric generator at Lardarello in 1904. Their generator was powered by the natural steam erupting from the earth.

The first attempt to develop geothermal power in the United States came in 1922 at The Geysers steam field in northern California. The project failed because the pipes and turbines of the day could not stand up to the abrasion and corrosion of the particles and impurities that were in the steam. Later, a small but successful hydrothermal plant opened at the Geysers in 1960. Today 28 plants are operating there.

Electricity is now produced from geothermal energy in 21 countries, including the United States.

    State governments know we’re in a recession, and they know you’re hurting. That’s why they’re demanding more from you.

    We’ve seen a lot of anger about taxes at the tea parties and town-hall meetings this year, and observers might be forgiven for thinking that the federal government enacted income-tax increases the moment Obama was inaugurated. It did not, but Americans are governed by more than Washington, and while Obama has enacted only one major tax increase this year — raising the tobacco tax nearly 62 cents on a pack of cigarettes, to $1.01 — state and local governments have responded to the recession by essentially lifting up their citizens, turning them upside down, and shaking them until all their remaining pocket change falls out.

    A new survey of state governments shows that 29 states enacted tax and fee increases this year that are expected to take almost $24 billion from their residents.

    Sales-tax increases are common: They will raise an extra $4 billion in California, $889 million in Massachusetts, and $803 million in North Carolina. Income taxes are going up, too: The hikes are expected to generate an additional $4 billion in New York, $1.01 billion in New Jersey, $617 million in Connecticut, $278 million in Wisconsin, and $235 million in Oregon. Higher corporate-income taxes will boost revenues by $110 million in Connecticut, $130 million in Delaware, and $25.8 million in Tennessee. Higher gas taxes will yield an additional $33.9 million in Alaska, $6 million in Maine, $2.4 million in New Hampshire. Apparently concluding that small businesses have it too easy, New Hampshire just added a new interest and dividends tax on limited-liability corporations. All of this is enough to drive you to drink, but state governments will get you there, too: Alcohol taxes are going up in New York, North Carolina, Tennessee, and Vermont.

    Did states cut their budgets? Sure: Collectively, the states reduced spending by $31 billion this year, with another $55 billion in cuts slated for next year. (Of course, future budget cuts have a tendency not to turn out as expected. One can be forgiven for doubting that California will really cut its budget by $20 billion next year, as projected.)

    How did states get into this mess? Over the past two decades, most states enacted gargantuan increases in spending. States’ collective general-fund spending increased in real terms every year from 1984 to 2002, with the increases ranging from 0.6 percent in 1993 to 5.2 percent in 1999. Real spending fell slightly during the first three years after 9/11 — with declines of 1.4 percent, 3.6 percent, and 1 percent from 2002 to 2004 — before jumping up again in recent years: by 3.4 percent in 2006 and 4.3 percent in 2007. The nominal increases (not accounting for inflation) were often much higher (for example, 9.4 percent in 2007).

    Total spending by all states is estimated at $1.23 trillion this year; in 2004, it was $1.01 trillion; a decade ago, in 1999, it was a little over half what it is today, a mere $693 billion.

    While this year’s tax increases are the worst — by a lot — it’s not as if state tax and fee revenues have declined in recent years. They’ve increased every year since 2002, except for a 2.1 percent decline in 2007.

    And this is just state taxes. Local governments are hiking taxes as well. Pottstown, Pa., is considering a 20 percent hike in property taxes. New Orleans is increasing its property taxes. This year, about 30 Massachusetts communities have voted on property-tax increases. It’s not surprising that local lawmakers think raising taxes is normal, when even Normal, Ind., is doing it. New York City has moved to raise sales taxes, as has Los Angeles County. In Massachusetts, Arlington and Lexington raised hotel and restaurant taxes.

    Of course, many of these tax increases don’t work out quite as supporters intend. States and municipalities that raised sales taxes in 2008 are bringing in less revenue than they expected. Many lawmakers blame it on “the economy,” never stopping to think that making an item more expensive might induce people to buy less of it.

    Then there’s the “millionaires’ tax,” popularly perceived as going after the little tuxedo-clad guy from the Monopoly board. In many cases, one does not need income of a million dollars to qualify for this tax. In Connecticut, if you’re a single filer with more than $500,000 in income, you pay at the state’s top rate of 6.5 percent. Oregon raised its top tax rate to 11 percent on income over $250,000; in Hawaii, income as low as $200,000 is sufficient to put you in the top bracket.

    Maryland was one of the first states to implement a millionaires’ tax (in 2008). It subsequently found that — surprise! — some millionaires chose to live elsewhere; other millionaires stopped being millionaires in the tougher economic climate; and we can wonder whether some voluntarily earned less this year to avoid the new tax. The number of Marylanders with more than $1 million in taxable income fell by one-third, to about 2,000. Taxes collected from those returns declined by roughly $100 million.

    More tax hikes are coming down the pike. Starting next year, 33 states will increase unemployment-insurance tax rates. Pittsburgh, concluding that the cost of higher education is insufficiently crippling, is talking about a new municipal tax on college tuition. Vermont is considering a 17-cents-per-bag tax on plastic bags. Santa Clara is considering a new hotel tax to finance a new stadium for the San Francisco 49ers.

    In state after state, legislatures are using the stimulus funds to fill in budget holes that are likely to be worse next year. In state after state, lawmakers decided to avoid hard decisions in 2009 by spending funds set aside for 2010.

    In New York, notes the Buffalo News, “Lawmakers did themselves no favors by dipping into a pot of federal bailout stimulus funds to the tune of $400 million to help avoid school cuts now; that money was not due to be spent until next year.” In New Mexico, says the AP, “The Legislature estimates that at least $300 million in state money will be needed to replace federal funds next year unless budgets are cut.” In Kansas, the Kansas City Star observes, “To avoid even deeper cuts this year, [Gov. Mark] Parkinson will use $85 million in federal stimulus money that had been budgeted for next year. But the move just creates a bigger hole in next year’s budget.” In Michigan, the AP reports, “The Democrat-led House last week passed a bill that would use more federal stimulus money to reduce the amount of the cuts. The proposal, which would speed up the use of $184 million in stimulus money that is supposed to be saved for next year, has run into opposition in the Republican-led Senate.”

    Are state legislators willing to share the pain of their constituents? A few state legislatures have taken pay cuts: The base salary for California legislators was reduced this year from $116,208 to $95,291, while the governor’s salary (which Arnold Schwarzenegger declines to collect) dropped from $212,179 to $173,987. In Florida, legislators’ base pay was reduced from $31,932 to $30,336.

    House Speaker Nancy Pelosi (D-Calif.) laid out a scenario Thursday in which the massive overhaul of the nation’s health system could pass by the end of the year.

    If the Senate were to pass a bill by next Thursday, Dec. 17, she said, the House and Senate could conduct a conference committee during the next weekend and pass it before New Year’s Day.

    “I think we would do almost anything if it meant we would pass healthcare for all Americans before the Christmas holidays,” Pelosi told reporters at her weekly news conference. “It may be that we can’t, and it will have to be a New Year’s present to the American people. But as soon as we can, we will.”

    Rep. Bart Stupak (D-Mich.) said Wednesday that the talk among members was that the bill could be added to the omnibus appropriations bill and passed during the holidays, even between Christmas and New Year’s Day. He said that that line of thought included adding an increase in the nation’s debt limit. It would be more difficult to vote against the spending bill, even with healthcare and more debt, because it includes funding for members’ pet projects and money for the military.

    “Then some could say, ‘You’re not supporting the troops,’” Stupak explained.

    But the scenario Stupak recounted also included the House passing the Senate bill without changes, a process called “pingpong.”

    But Pelosi dismissed reports that the House would skip a conference committee and pass the Senate version of the bill as unlikely. Asked about the chances of that scenario unfolding, she said, “Not much.

    “We would like to see a full conference,” she said.

    The House version of the bill includes a “public health insurance option,” a government-run plan intended to compete with private plans and lower premiums. The Senate is moving away from that concept and is looking at a plan to allow people as young as 55 to obtain Medicare coverage.

    Pelosi had said she wouldn’t be able to pass a bill through her chamber initially without such a public option, but throughout the months of House debates she carefully avoided any such definitive statements about final passage or a conference committee with the Senate. She had said she wanted a strong public option in the House bill to give her a stronger bargaining position with the Senate.

    Even the House liberals who demanded a “robust” public option in the House version didn’t draw a line in the sand for final passage.

    “What I have said is … we believe the public option is the best way to keep insurance companies honest and increase competition,” Pelosi said. “If you have a better way, put it on the table.”

    Wrapped into discussions about the House schedule is the prospect that Pelosi might lead a congressional delegation to the Copenhagen summit on climate change. Pelosi has described climate change as her “flagship” issue and hopes to make the trip.

    The official House calendar has the House working as late as Tuesday, Dec. 22. But Pelosi said Thursday the House is set to finish its work by Wednesday, Dec. 16. Finishing by then would allow her to travel to Copenhagen.

    “It’s a very important meeting,” Pelosi said. “I hope we’ll be able to spend a few days there.”

    The “inconvenient truth” overhanging the UN’s Copenhagen conference is not that the climate is warming or cooling, but that humans are overpopulating the world.

    A planetary law, such as China’s one-child policy, is the only way to reverse the disastrous global birthrate currently, which is one million births every four days.

    The world’s other species, vegetation, resources, oceans, arable land, water supplies and atmosphere are being destroyed and pushed out of existence as a result of humanity’s soaring reproduction rate.

    Ironically, China, despite its dirty coal plants, is the world’s leader in terms of fashioning policy to combat environmental degradation, thanks to its one-child-only edict.

    The intelligence behind this is the following:

    -If only one child per female was born as of now, the world’s population would drop from its current 6.5 billion to 5.5 billion by 2050, according to a study done for scientific academy Vienna Institute of Demography.

    -By 2075, there would be 3.43 billion humans on the planet. This would have immediate positive effects on the world’s forests, other species, the oceans, atmospheric quality and living standards.

    -Doing nothing, by contrast, will result in an unsustainable population of nine billion by 2050.

    Humans are the only rational animals but have yet to prove it. Medical and other scientific advances have benefited by delivering lower infant mortality rates as well as longevity. Both are welcome, but humankind has not yet recalibrated its behavior to account for the fact that the world can only accommodate so many people, especially if billions get indoor plumbing and cars.

    The fix is simple. It’s dramatic. And yet the world’s leaders don’t even have this on their agenda in Copenhagen. Instead there will be photo ops, posturing, optics, blah-blah-blah about climate science and climate fraud, announcements of giant wind farms, then cap-and-trade subsidies.

    None will work unless a China one-child policy is imposed. Unfortunately, there are powerful opponents. Leaders of the world’s big fundamentalist religions preach in favor of procreation and fiercely oppose birth control. And most political leaders in emerging economies perpetuate a disastrous Catch-22: Many children (i. e. sons) stave off hardship in the absence of a social safety net or economic development, which, in turn, prevents protections or development.

    China has proven that birth restriction is smart policy. Its middle class grows, all its citizens have housing, health care, education and food, and the one out of five human beings who live there are not overpopulating the planet.

    For those who balk at the notion that governments should control family sizes, just wait until the growing human population turns twice as much pastureland into desert as is now the case, or when the Amazon is gone, the elephants disappear for good and wars erupt over water, scarce resources and spatial needs.

    The point is that Copenhagen’s talking points are beside the point.

    The only fix is if all countries drastically reduce their populations, clean up their messes and impose mandatory conservation measures.

    ACORN claimed in its lawsuit that Congress’ decision to cut off its funding was unconstitutional because it punitively targeted an individual organization.

    Gershon said in her ruling that ACORN had raised a “fundamental issue of separation of powers. They have been singled out by Congress for punishment that directly and immediately affects their ability to continue to obtain federal funding, in the absence of any judicial, or even administrative, process adjudicating guilt.”

    Bill Quigley, the legal director of the Center for Constitutional Rights, which brought the lawsuit on behalf of ACORN and two affiliates, said the decision sends a sharp message to Congress that it can’t single out an individual or organization without due process.

    “It’s a resounding victory for ACORN,” he said. “I’d be surprised if the government decides to appeal.”

    ACORN, or the Association of Community Organizations for Reform Now, describes itself as an advocate for low-income and minority homebuyers and residents in communities served by its offices around the country. Critics say it has violated the tax-exempt status of some of its affiliates by engaging in partisan political activities.

    The law that halted ACORN’s federal funding took effect Oct. 1 and was extended Oct. 31. It was set to either expire or be extended again on Dec. 18.

    ACORN’s lawsuit was filed in federal court in Brooklyn and sought reinstatement of the funds. Quigley said millions of dollars in funds should begin to flow again to ACORN next week. The judge said the “public will not suffer harm by allowing the plaintiffs to continue work on contracts duly awarded by federal agencies.”

    ACORN has been dogged by allegations of voter-registration fraud and embezzlement.

    Several of its offices were the subject of an embarrassing hidden-camera sting in which ACORN employees were shown advising a couple posing as a prostitute and her pimp to lie about her profession and launder her earnings. The videos sparked a political uproar, with Republicans trying to use the group’s troubles to portray Democrats as corrupt.

    The group’s lawsuit named the U.S. government, the secretary of Housing and Urban Development, the director of the Office of Management and Budget and the secretary of the Treasury as defendants.

    Justice Department spokeswoman Beverley Lumpkin said the agency was reviewing the decision and declined to comment further.

    “Today’s ruling is a victory for the constitutional rights for all Americans and for the citizens who work through ACORN to improve their communities and promote responsible lending and homeownership,” ACORN CEO Bertha Lewis said in a statement.

    Fox, I agree with you. It just pisses me off that our government isn’t listening to us. The families of the victims of 9/11 don’t want a trial in New York but Obama & Co insist that is where it will be held! What a waste of money!! Where is the social justice for the victims of 9/11?? Where is the social justice for the families of the victims??? How can Obama & Co do this to them??

    I am becoming a great aunt this weekend as my niece is going to the hospital today and will be induced tomorrow. She is having a girl. I don’t know, I preferred the old days when you didn’t know the gender and you gave birth when the baby was ready to be born. This baby is the first of a new generation in our family. I can’t help but wonder what her life will be like in such an uncertain world. She better learn to buck up cuz I think she’ll need to.
