Climate change summit host embarrassed as criminals make most of lax laws to pocket VAT on emissions trading

Europe’s flagship carbon trading scheme suffered a blow today as the Danish government was forced to rush an emergency law through parliament to clamp down on a virulent form of VAT fraud.

On the eve of the Copenhagen climate talks, which will attract world attention to emissions trading schemes, police and tax investigators across Europe are believed to be investigating hundreds of millions of euros worth of fraud involving carbon quotas originating in Denmark.

Since British, French and Dutch governments took similar action in the summer, much of the “carousel” fraud involving carbon credits moved to Denmark, where registration of carbon quotas for the European Emissions Trading Scheme (ETS) is easy and a VAT rate of 25% makes the fraud attractive to international criminals.

Experts said today that Copenhagen had long been an accident waiting to happen in terms of carousel fraud.

Richard Ainsworth, professor of VAT policy at Boston University in the US said: “It is extremely surprising that after the French, British and Dutch had to move against this fraud in the summer that the Danes did not act more quickly, especially with the climate summit about to start.”

The Danish government today said it did not know how much money it had lost to the fraud but the number is likely to run into hundreds of millions – if not billions – of kroner.

    Well, with global warming upon us, it might be good for readers to know: It snowed in Baton Rouge LA and other palm frond filled southern points. Not only was it 18 days prior to Winter, it was the Earliest snowfall in our history. And, oddly, it was the first time in history (and we got nearly 500 years of it here in the swamp,) that it snowed two years in a row.
    Now, I’m no peer reviewed scientist by any means, but isn’t snow cold? Ah, but as I was told at the poorly attended Chri… holiday party I went to in the snow that “the averages are going up,” by my Obamatized buddies there. I went outside, made some mini-snow balls, tossed them at the huddled masses yearning to be warm, and said “ah, yesh, this snow is warmer than the snows of yesteryear.”
    I was not warmly received for not receiving the memo that snow in the subtropics is proof of global warming. I await the Vikings of Copenhagen to pillage and plunder our swamp, now so easily accessible by ice skates.

    Desiree Rogers made the claim in an interview with the trade magazine BizBash at the Creative Coalition’s annual meeting in June — months before two reality-TV wannabes crashed Obama’s party last week for the Indian prime minister.

    “Lots of people just come anyways,” she said, joking that she had added extra tables and benches at every event to accommodate people who just show up. “They won’t take no for an answer. Finally, I just said, ‘All right, come on in. It’s no use kicking you out.'”

    An administration official told the New York Post that Rogers “was clearly making a tongue-in-cheek comment about White House staff, already cleared to be on the complex” and not referring to the general public.

    But the quip adds a new wrinkle to the ongoing saga surrounding the White House security breach and potentially casts Rogers in a new light.

    Rogers has not spoken since the breach, and the White House has said she won’t testify before the congressional panel, citing separation of powers. (It has also conducted its own review, saying it could have done more, and changed its security procedures.)

    Rogers arrived in Washington with more of a splash than any White House social secretary before her, and no wonder: she had obvious style, wealth, a Harvard MBA, years of corporate experience, and friends at the top, most importantly Barack and Michelle Obama.

    She defined her goal as nothing less than bringing life to the Obama presidency. And she pulled off a series of innovative, high-wattage events that seemed to be doing just that. She even got the nation’s governors to dance in a conga line.

    Enter Tareq and Michaele Salahi.

    Now Rogers, a woman with a reputation as a consummate perfectionist, is being criticized for dropping the ball — and, by some, for putting her own aggrandizement over her job.

    But the turn of events is bewildering to Rogers’ friends and associates, who say she’s being misunderstood and unfairly targeted, and her accomplishments ignored.

    “It’s extraordinary to see someone’s life’s work mischaracterized in this way,” says John W. Rogers Jr., Desiree’s former husband, with whom she remains close. “I just don’t understand it. She’s working 12-15 hours a day, just trying to do a great job. Desiree has brought excellence to everything she’s done in her life.”

    John Rogers, who spoke in a telephone interview from Chicago, was a guest at the state dinner, and though he admits he’s biased, he found it to be “extraordinary — if you watched her work, you saw her attention to detail.” Indeed, by virtually all accounts, the social secretary pulled off an elegant evening, a logistically complicated affair for 300-plus guests under a romantic pavilion lined with magnolia branches.

    The chef was whisked in from one of New York’s top restaurants, and the entertainment was headlined by Oscar winner Jennifer Hudson. Rogers herself appeared in a couture dress by Comme des Garcons, befitting her reputation as a fashionista.

    But it was another part of her reputation that soon came into question: that of an executive who pays sharp attention to detail. When it emerged that the Salahis had managed to get through security without being on the guest list, blame fell on the Secret Service, which has admitted failures, but also on the social office, which didn’t have staff stationed at the checkpoints — a departure from past administrations.

    “I mean, come on, even Wal-Mart has a greeter,” Rep. Loretta Sanchez (D-Calif.) told Politico.com.

    Did Rogers simply think staff was better used elsewhere?

    But criticism of Rogers has gone far beyond security arrangements. Meredith Vieira noted on NBC’s “Today” that Rogers had seated herself at the dinner as a guest, and asked guest Valerie Jarrett — a close friend of Rogers — if that was appropriate.

    And Maureen Dowd of the New York Times wrote: “Instead of standing outside with a clipboard, eyeballing guests as Anne Hathaway did in ‘The Devil Wears Prada,’ Desiree was … the center of her own table of guests, just like the president and first lady.”

    The notion that a social secretary can’t be seated at a state dinner is “ridiculous,” says Letitia Baldridge, who served as social secretary under Jacqueline Kennedy.

    “I have sat at state dinners and so have many other social secretaries,” says Baldridge. “Of course, you’re constantly getting up. But I don’t begrudge her at all for seating herself at the dinner.”

    Some have pointed out that social secretaries of the past cast a lower profile than Rogers. But Rogers also has a different job than most — she’s a special assistant to the president, too, meaning she works for both the East and West wings of the White House.

    She has certainly contributed to some of the attention. Not long after her arrival she appeared in Vogue, dressed in designer fashions, and in Wall Street Journal’s magazine.

    But it’s hardly unusual for an incoming social secretary to be profiled in the media, says historian Carl Sferrazza Anthony of the National First Ladies Library. “They’re almost always profiled, whether they cooperate or not,” he says.

    Interest in Rogers — just as with the first lady she works for — has been intense. When she appeared at a New York cultural event in June, two days after her 50th birthday, she could barely move during a cocktail reception for all the well-wishers eager to meet her and press business cards into her hand.

    Social secretaries weren’t known for headlining appearances outside Washington, but Rogers told The Associated Press then: “When it comes to arts and culture, we need to be out there. We need to see what people are doing.”

    She proudly told the crowd she’d already organized 150 events at the White House, among them that governors’ dinner. She didn’t want the governors to just be sitting the whole time. “So we got Earth, Wind and Fire,” Rogers said. “And by the end, they were doing a conga line.”

    Baldridge, who met briefly with Rogers after she got the job, thinks there’s no set model for a social secretary. “Every social secretary is unique in what she brings,” Baldridge says. “She is cool, savvy, sophisticated. She’s right for this administration.”

    For John Rogers, the worst part is seeing his former wife presented as someone more interested in glamour than in doing her job.

    “Desiree is someone who from the very beginning, when she came to Chicago after business school, has worked in some very unglamorous jobs,” he said, speaking of her experience working “in the bowels of AT&T” or working at a gas and utilities company. “She was the person rolling up her sleeves and working side by side with everyone.

    “This idea that she’s floating above the fray is just the opposite of her life’s work.”

    He added that she had been both toughened and humbled by a breast cancer diagnosis in 2003, about which she has spoken publicly.

    In the end, though, all the criticism may be moot, says historian Anthony.

    “There are only two people whose opinion ever matters when it comes to a social secretary,” says Anthony. “The president, and his wife. Everybody else’s opinion is totally irrelevant.”

    Our coach at my old high school always called wrestling wrassling. But I agree with what you said. Did you hear Brock almost died? He’s been in the hospital for the past few months. The doctor said when he was fighting and won the title he was only fighting to 60% of his ability due to his condition and he didn’t even know anything was wrong.     There has been a disturbing trend in Ohio this past year. There has been about a dozen murder suicides where the parents (mostly the father) kill his/her family before turning the gun on themself. This is the first I’ve read that wasn’t because of the economy. It appears the man was mentally unstable. I think that goes without saying.

    that’s why I left Ohio, 2 years after I graduated. I lived where Ohiobelle does, and I’d never heard of so much death and murder in one area. Seemed like no matter what news I watched it went like this- death, murder, death, buckeyes, murder, murder, weather, death/murder- close newscast.

    The final straw was when on the same night I heard that a convenience store was robbed and the clerks murdered body shoved in the freezer AND a person drove through the window at Wendy’s and shot the attendent in the face. I said to my now husband, “that’s it! I HATE Ohio!” and we moved to my hometown in the red state of Kentucky where the news is still somewhat innocent and there’s still a respect fir life here!

    Of course after near a decade if corrupt Democrat mayor, and a now Democrat Gov. I hope our state can pull through…

    Also down by OSU where my now hubs lived in college a boy was shot on the street he lived at 2 am when he got off work from a restaurant.

    Ohio just depresses me… No harm meant to you or Ohiobelle.

    Matthews Apologizes to to West Point Cadets

    NEW YORK – MSNBC’s Chris Matthews apologized yesterday for saying that President Barack Obama had traveled to an “enemy camp” at West Point to address the nation on the war in Afghanistan.

    The pundit had made the remark Tuesday during on-air analysis of Obama’s speech, noting that he saw skepticism and little enthusiasm in the faces of cadets and officers at the U.S. military academy, a place where former President Bush made a hawkish speech in 2002 before the Iraq War started.

    “I didn’t see a lot of warmth in the crowd out there,” he said. “He went to maybe the enemy camp … to make his case.”

    Matthews said on his show Wednesday that he had gotten “some very tough calls” from former cadets and parents of cadets, who told him the audience of military officers and officers-in-training are trained not to show the kind of emotion that he thought was lacking. He said he had no reason to assume that those in Obama’s audience were more hawkish on the war than the president.

    “I’ve heard too many politicians say, `Oh, that was taken out of context,’ to explain something they wish they hadn’t sent,” he said. “Let me just say to the cadets and their parents, former cadets and everyone who cares about this country and those who defend it, I used the wrong words and, worse than that, I said something that is just not right and for that I deeply apologize.”

    It’s not the first time the motor-mouthed “Hardball” host has seen his mouth get him into trouble.

    He apologized in January 2008 following remarks that angered then-presidential candidate Hillary Clinton. Matthews had said that the only reason Clinton was a senator and candidate for president “is that her husband messed around.”

    Obama’s speech, his seventh prime-time address to the nation since his administration began, was carried Tuesday on 10 television networks and seen by an estimated 40.8 million people, the Nielsen Co. said.

    Copenhagen climate summit: 1,200 limos, 140 private planes and caviar wedges
    Copenhagen is preparing for the climate change summit that will produce as much carbon dioxide as a town the size of Middlesbrough.

    On a normal day, Majken Friss Jorgensen, managing director of Copenhagen’s biggest limousine company, says her firm has twelve vehicles on the road. During the “summit to save the world”, which opens here tomorrow, she will have 200.

    “We thought they were not going to have many cars, due to it being a climate convention,” she says. “But it seems that somebody last week looked at the weather report.”

    Ms Jorgensen reckons that between her and her rivals the total number of limos in Copenhagen next week has already broken the 1,200 barrier. The French alone rang up on Thursday and ordered another 42. “We haven’t got enough limos in the country to fulfil the demand,” she says. “We’re having to drive them in hundreds of miles from Germany and Sweden.”

    And the total number of electric cars or hybrids among that number? “Five,” says Ms Jorgensen. “The government has some alternative fuel cars but the rest will be petrol or diesel. We don’t have any hybrids in Denmark, unfortunately, due to the extreme taxes on those cars. It makes no sense at all, but it’s very Danish.”

    The airport says it is expecting up to 140 extra private jets during the peak period alone, so far over its capacity that the planes will have to fly off to regional airports – or to Sweden – to park, returning to Copenhagen to pick up their VIP passengers.

    As well 15,000 delegates and officials, 5,000 journalists and 98 world leaders, the Danish capital will be blessed by the presence of Leonardo DiCaprio, Daryl Hannah, Helena Christensen, Archbishop Desmond Tutu and Prince Charles. A Republican US senator, Jim Inhofe, is jetting in at the head of an anti-climate-change “Truth Squad.” The top hotels – all fully booked at £650 a night – are readying their Climate Convention menus of (no doubt sustainable) scallops, foie gras and sculpted caviar wedges.

    At the takeaway pizza end of the spectrum, Copenhagen’s clean pavements are starting to fill with slightly less well-scrubbed protesters from all over Europe. In the city’s famous anarchist commune of Christiania this morning, among the hash dealers and heavily-graffitied walls, they started their two-week “Climate Bottom Meeting,” complete with a “storytelling yurt” and a “funeral of the day” for various corrupt, “heatist” concepts such as “economic growth”.

    The Danish government is cunningly spending a million kroner (£120,000) to give the protesters KlimaForum, a “parallel conference” in the magnificent DGI-byen sports centre. The hope, officials admit, is that they will work off their youthful energies on the climbing wall, state-of-the-art swimming pools and bowling alley, Just in case, however, Denmark has taken delivery of its first-ever water-cannon – one of the newspapers is running a competition to suggest names for it – plus sweeping new police powers. The authorities have been proudly showing us their new temporary prison, 360 cages in a disused brewery, housing 4,000 detainees.

    And this being Scandinavia, even the prostitutes are doing their bit for the planet. Outraged by a council postcard urging delegates to “be sustainable, don’t buy sex,” the local sex workers’ union – they have unions here – has announced that all its 1,400 members will give free intercourse to anyone with a climate conference delegate’s pass. The term “carbon dating” just took on an entirely new meaning.

    At least the sex will be C02-neutral. According to the organisers, the eleven-day conference, including the participants’ travel, will create a total of 41,000 tonnes of “carbon dioxide equivalent”, equal to the amount produced over the same period by a city the size of Middlesbrough.

    The temptation, then, is to dismiss the whole thing as a ridiculous circus. Many of the participants do not really need to be here. And far from “saving the world,” the world’s leaders have already agreed that this conference will not produce any kind of binding deal, merely an interim statement of intent.

    Instead of swift and modest reductions in carbon – say, two per cent a year, starting next year – for which they could possibly be held accountable, the politicians will bandy around grandiose targets of 80-per-cent-plus by 2050, by which time few of the leaders at Copenhagen will even be alive, let alone still in office.

    Even if they had agreed anything binding, past experience suggests that the participants would not, in fact, feel bound by it. Most countries – Britain excepted – are on course to break the modest pledges they made at the last major climate summit, in Kyoto.

    And as the delegates meet, they do so under a shadow. For the first time, not just the methods but the entire purpose of the climate change agenda is being questioned. Leaked emails showing key scientists conspiring to fix data that undermined their case have boosted the sceptic lobby. Australia has voted down climate change laws. Last week’s unusually strident attack by the Energy Secretary, Ed Miliband, on climate change “saboteurs” reflected real fear in government that momentum is slipping away from the cause.

    In Copenhagen there was a humbler note among some delegates. “If we fail, one reason could be our overconfidence,” said Simron Jit Singh, of the Institute of Social Ecology. “Because we are here, talking in a group of people who probably agree with each other, we can be blinded to the challenges of the other side. We feel that we are the good guys, the selfless saviours, and they are the bad guys.”

    As Mr Singh suggests, the interesting question is perhaps not whether the climate changers have got the science right – they probably have – but whether they have got the pitch right. Some campaigners’ apocalyptic predictions and religious righteousness – funeral ceremonies for economic growth and the like – can be alienating, and may help explain why the wider public does not seem to share the urgency felt by those in Copenhagen this week.

    In a rather perceptive recent comment, Mr Miliband said it was vital to give people a positive vision of a low-carbon future. “If Martin Luther King had come along and said ‘I have a nightmare,’ people would not have followed him,” he said.

    Over the next two weeks, that positive vision may come not from the overheated rhetoric in the conference centre, but from Copenhagen itself. Limos apart, it is a city filled entirely with bicycles, stuffed with retrofitted, energy-efficient old buildings, and seems to embody the civilised pleasures of low-carbon living without any of the puritanism so beloved of British greens.

    And inside the hall, not everything is looking bad. Even the sudden rush for limos may be a good sign. It means that more top people are coming, which means they scent something could be going right here.

    The US, which rejected Kyoto, is on board now, albeit too tentatively for most delegates. President Obama’s decision to stay later in Copenhagen may signal some sort of agreement between America and China: a necessity for any real global action, and something that could be presented as a “victory” for the talks.

    The hot air this week will be massive, the whole proceedings eminently mockable, but it would be far too early to write off this conference as a failure.

    Government Knows Best

    Anyone who still believes government can create jobs should look to the taxpayer funded job training that’s been happening in St. Paul, Minn. Institutions like Summit Academy use stimulus money for their “results-oriented programs” that “empower adults” to “become educated, employed, contributing members of their community.”

    Your money is being used to teach building weatherization skills; problem is, there seems to be little demand for these newly trained weatherization workers.

    130 people have been through Summit’s new weatherization program. But just a couple dozen have landed jobs.

    Abe Hassan, who runs a stimulus-funded weatherization training program targeting minorities in East St. Paul tells a similar story.

    Hassan said 19 people graduated from his training program recently at Merrick Community Services but none of his students have found jobs using those skills.

    “I don’t understand what the deal is as far as placing our individuals,” Hassan said.

    I’m not surprised that students aren’t getting jobs. If there’s a demand for “green” weatherization, private employers will provide more practical training than government. Of course the bureaucrats who fund job training programs now want to use your money to create demand for the workers that you’ve paid to train.

    Democrat Ellen Anderson of St. Paul was the chief state Senate author of the weatherization legislation. Anderson acknowledges she’s disappointed that so many trainees can’t find jobs…

    “When the Congress passes a climate bill it’s going to change our whole economy and all of the smart money is going to be on clean energy, on saving energy, on doing things more efficiently and the jobs will multiply,” Anderson said.

    Oh yes, the Climate Bill will give us clean energy, create wonderful “green” jobs, and save money. Give me a break.

    WASHINGTON — It’s hardly the image of transparency the Obama administration wants to project: A workshop on government openness is closed to the public.

    The event Monday for federal employees is a fitting symbol of President Barack Obama’s uneven record so far on the Freedom of Information Act, a big part of keeping his campaign promise to make his administration the most transparent ever. As Obama’s first year in office ends, the government’s actions when the public and press seek information are not yet matching up with the president’s words.

    “The Freedom of Information Act should be administered with a clear presumption: In the face of doubt, openness prevails,” Obama told government offices on his first full day as president. “The government should not keep information confidential merely because public officials might be embarrassed by disclosure, because errors and failures might be revealed, or because of speculative or abstract fears.”

    Obama scored points on his pledge by requiring the release of detailed information about $787 billion in economic stimulus spending. It’s now available on a Web site, http://www.recovery.gov. Other notable disclosures include waivers that the White House has granted from Obama’s conflict-of-interest rules and reports detailing Obama’s and top appointees’ personal finances.

    Yet on some important issues, his administration produced information only after government watchdogs and reporters spent weeks or months pressing, in some cases suing.

    Those include what cars people were buying using the $3 billion Cash for Clunkers program (it turned out the most frequent trades involved pickups for pickups with only slightly better gas mileage); how many times airplanes have collided with birds (a lot); whether lobbyists and donors meet with the Obama White House (they do); rules about the interrogation of terror suspects (the FBI and CIA disagreed over what was permitted); and who was speaking in private with Treasury Secretary Timothy Geithner (he has close relationships with a cadre of Wall Street executives whose multibillion-dollar companies survived the economic crisis with his help).

    The administration has refused to turn over important records. Obama signed a law that let the Pentagon refuse to release photographs showing U.S. troops abusing detainees, and Defense Secretary Robert Gates then did so. The Obama administration, like the Bush administration before it, has refused to release details about the CIA’s “black site” rendition program. The Federal Aviation Administration wouldn’t turn over letters and e-mails among FAA officials about reporters’ efforts to learn more about planes that crash into birds.

    Just last week, a State Department deputy assistant secretary, Llewellyn Hedgbeth, said at a public conference that “as much as we want to promote transparency,” her agency will work just as hard to protect classified materials or information that would put the United States in a bad light.

    People who routinely request government records said they don’t see much progress on Obama’s transparency pledge.

    “It’s either smoke and mirrors or it was done for the media,” said Jeff Stachewicz, founder of Washington-based FOIA Group Inc., which files hundreds of requests every month across the government on behalf of companies, law firms and news organizations. “This administration, when it wants something done, there are no excuses. You just don’t see a big movement toward transparency.”

    The San Francisco-based Electronic Frontier Foundation, a civil liberties group, said it filed 45 requests for records since Obama became president, and that agencies such as NASA and the Energy Department have been mostly cooperative in the spirit of Obama’s promises. But the FBI and Justice Department? Not so much, said Nate Cardozo, working for the foundation on a project to expose new government surveillance technologies.

    The FBI resisted turning over copies of reports to a White House intelligence oversight board about possible bureau legal violations. The FBI said it’s so far behind reviewing other, unrelated requests that it can’t turn over the reports until May 2014.

    “This administration started with a bang, saying this was going to be a new day, and we had really high expectations,” Cardozo said. “We haven’t seen much of a change. The Justice Department said there would be a stronger presumption in favor of disclosure, but that hasn’t been the case.”

    Obama has approved startup money for a new office taking part in Monday’s closed conference, the Office of Government Information Services. It was created to resolve disputes involving people who ask for records and government agencies. But as evidenced by the open-records event behind closed doors, there is a long way to go.

    “We’d like to know, when they’re training agencies, are they telling them the same thing they’re saying in public, that they’re committed to making the Freedom of Information Act work well and make sure that agencies are releasing information whenever possible while protecting important issues like individual privacy and national security,” said Rick Blum, coordinator of the Sunshine in Government Initiative, of which The Associated Press is a member.

    The closed conference will provide tips for FOIA public liaisons on communicating and negotiating with people who make requests, and introduce the new Office of Government Information Services to them, said Melanie Ann Pustay, director of the Justice Department’s Office of Information Policy, which takes the lead on government openness issues.

    Pustay said she planned to say the same things at the private workshop that she would say publicly. She offered these reasons to explain why it was closed: She wanted government employees to be able to speak candidly, and the conference would be in an auditorium at the Commerce Department, where she said a government ID was required to be admitted. The AP and others news organizations routinely enter government buildings to cover the government.

    Pustay said she is looking for ways to improve how the government responds to information requests, which costs roughly $400 million each year.

    The director of the new Office of Government Information Services, Miriam Nisbet, said the event was closed to make sure there would be room for all the government employees attending.

    “I can understand skepticism anytime a meeting for government people is not necessarily open to the public,” Nisbet said. “However, everything that is discussed there is absolutely available for the public to know about.”
