Regulator says U.S. policy puts global recovery at risk as Obama arrives in Beijing.

BEIJING — China’s top banking regulator issued a sharp critique of U.S. financial management only hours before President Barack Obama commenced his first visit to the Asian giant, highlighting economic and trade tensions that threaten to overshadow the trip.

Liu Mingkang, chairman of the China Banking Regulatory Commission, said that a weak U.S. dollar and low U.S. interest rates had led to “massive speculation” that was inflating asset bubbles around the world. It has created “unavoidable risks for the recovery of the global economy, especially emerging economies,” Liu said.

The situation is “seriously impacting global asset prices and encouraging speculation in stock and property markets.”

His comments signaled that Obama — on the third leg of a four-country Asian tour — can expect blunt talk from Chinese leaders on the economy. The issue could complicate his broad agenda in China that also includes efforts to extract new commitments on climate change and to encourage them to take a more active role to defuse nuclear threats in Iran and North Korea.

Before heading to China, Obama underscored the urgency of his agenda on Iran by joining Russian President Dmitry Medvedev in warning Tehran that “we are now running out of time.”

The trip has already had some hiccups. Wrangling between the administration and Beijing over Obama’s town hall meeting with university students in Shanghai on Monday was intense, with China wanting to screen the audience and its questions, and the U.S. wanting a freer exchange.

Thus, the new generation is getting an education the hard way… ahh well, that lessons learned by putting hands on hot stoves are painful to both life’s students and the wise who also suffer from the inexperience of young voters… the lessons being learned are learned deeply and not forgotten.

    Millions May Have to Repay Part of Obama Tax Credit

    More than 15 million taxpayers could unexpectedly owe taxes when they file their federal returns next spring because the government was too generous with their new Making Work Pay tax credit.

    Taxpayers are at risk if they have more than one job, are married and both spouses work, or receive Social Security benefits while also earning taxable wages, according to a report Monday by the Treasury Department’s inspector general for tax administration.

    The tax credit, which is supposed to pay individuals up to $400 and couples up to $800, was President Barack Obama’s signature tax break in the massive stimulus package enacted in February.

    Most workers started receiving the credit through small increases in their paychecks in April. The tax credit was made available through new withholding tables issued by the Internal Revenue Service.

    The withholding tables, however do not take into account taxpayers with multiple jobs or married couples in which both people work. They also don’t take into account Social Security recipients with jobs that provided taxable income.

    The Social Security Administration sent out $250 payments to more than 50 million retirees in the spring as part of the economic stimulus package. The payments were meant to provide a boost for people who didn’t’ qualify for the tax credit.

    However, they went to many retirees who also received the credit. Those retirees will have the $250 payment deducted from their tax credit — but not until they file their tax returns next year, long after the money may have been spent.

    “While implementing a credit through reduced withholding is an effective way to provide economic stimulus evenly throughout the year, it is difficult to account for everyone’s circumstances,” said J. Russell George, the Treasury inspector general for tax administration. “More than 10 percent of all taxpayers who file individual tax returns for 2009 could owe additional taxes.”

    The tax credit is also available for 2010. Russell said the problems will continue in 2010 if they are not resolved.

    For many, the new tax tables will simply mean smaller-than-expected tax refunds next year. The average tax refund this year was about $3,000.

    The IRS, in a response to the audit, advised taxpayers to check their withholding throughout the year to make sure they don’t get hit with an unexpected tax bill.

    “The withholding system must approximate the tax liability of tens of millions of Americans, and therefore, cannot be tailored precisely to fit every individual situation,” Richard Byrd Jr., commissioner of the IRS’ wage and investments division, wrote in the agency’s response to the report.

    Underwater Mortgages Could Sink Even Deeper

    Home prices may be stabilizing in some areas in the nation, but the damage has already been done in the housing markets that saw the biggest boom and in turn the biggest bust.

    Home buying in these markets reached a frenzied pace during the middle of this decade, and that means that a good portion of buyers purchased homes at the top of the market. No surprise that they have now sunk deepest underwater on their mortgages.

    A new survey from shows that even in those markets where investor competition has returned and prices on the low end are beginning to stabilize, homeowners still owe far more on their mortgages than their homes are currently worth.

    Las Vegas leads the way with 81.8 percent of borrowers underwater on their loans in the third quarter of this year, down barely one percent from the second quarter but still up 10 percent from the first quarter.

    The bulk of underwater borrowers are in California, Florida, Arizona and Nevada. While home prices nationwide were down 8.5 percent in September from a year ago, prices in these states are still way down — 34 percent in Las Vegas, 26 percent in Orlando, 23 percent in Phoenix and 11 percent in Los Angeles (National Association of Realtors). Again, that’s from a year ago, but many of these cities have seen over 50 percent price declines from the peak of the market.

    Some argue that “underwater” borrowers are no different than any other borrowers, as long as they continue to make their monthly mortgage payments, and as long as they continue to want to live in their homes, knowing they will have to wait out the market for home equity to gradually return.

    But the danger is for those that need to sell, or for those who can no longer afford their monthly payments and don’t qualify for a loan modification.

    The government mortgage rescue programs do allow for modifications and refinances on homes with up to 25 percent negative equity, but many homeowners, especially in the hardest hit regions, don’t think they will ever see equity again, and therefore see no reason to continue making payments on their loans, whether they are able to or not.

    Many are simply sitting in their homes, rent-free, as banks struggle to catch up and contact them. Others are vacating the homes, mailing in the keys, and choosing a credit hit, rather than be strapped to a home that will only ever be a liability.

    Home prices are improving, but there is a lot of government stimulus behind that improvement. The extension and expansion of the home buyer tax credit, as well as artificially low mortgage rates backed by the Federal Reserve’s purchase of GSE loans and securities, will all expire by the middle of 2010, so it remains to be seen whether the very tenuous recovery we are now seeing in housing can endure on its own.

    As foreclosures and unemployment continue to rise, the potential for a double dip in home prices is very real, and borrowers underwater now will only sink deeper.

    U.N. Using Climate to Push One World Government Reforms

    With assaults on our nation’s freedoms and liberties coming from so many directions at the same time it is difficult to characterize one as being more dangerous than another. But a United Nations (U.N.) gathering scheduled for Dec. 7 – 18 may hold more lasting ramifications to U.S. sovereignty than anything the republic has ever faced.

    That’s when the first overt attempt at establishing the framework of a One World Government will occur.

    The U.N. Climate Change Conference is currently drafting a treaty that, if signed by President Barack Obama and ratified by the U.S. senate, would place the U.S. under an unelected, undemocratic world body that could impose taxes and place limits on industry, transportation, mining and energy production in order to limit carbon emissions.

    Global warming zealots from around the world are scheduled to gather in Copenhagen, Denmark to try and suck billions of dollars from the U.S. economy and the economies of other industrialized nations and spread that money around to developing countries, all in the name of saving the planet.

    As The Washington Times editorialized on Oct. 27:

    “The treaty’s text is not yet finalized but its principles are aimed at regulating all economic activity in the name of climate security, with a side effect that billions of dollars would be transferred from productive countries to the unproductive.
    “The control lever is the regulation of carbon emissions, which some purport are causing global warming. The treaty would establish a carbon market Regulatory Agency and “global carbon budget for each country.
    “In effect, this would allow the treaty’s governing bodies to limit manufacturing, transportation, travel, agriculture, mining, energy production and anything else that emits carbon—like breathing.”

    One of the few people sounding the alarm on this sinister conference is climate expert and foe of global warming alarmist Al Gore, Lord Christopher Monckton, former science advisor to British Prime Minister Margaret Thatcher.

    “I read that treaty,” Monckton told the Minnesota Free Market Institute as posted on, “And what it says is this, that a world government is going to be created. The word ‘government’ actually appears as the first of three purposes of the new entity. The second purpose is the transfer of wealth from the other countries of the West to third world countries, in satisfaction of what is called, coyly, ‘climate debt,’ because we’ve been burning CO2 and they haven’t. We’ve been screwing up the climate and they haven’t. And the third purpose of this new entity, this government, is enforcement.”

    The most recently-released copy of the treaty can be found here. Section 38 mentions government and outlines how it will be framed and financed.

    The treaty is still a work in progress even though the U.N. Framework Convention on Climate Change had planned to have it finalized before the opening of the conference.

    Obama first said he wouldn’t attend the conference unless the treaty is finalized. But he began backtracking on that statement last week, saying if his presence could push the deal through he would attend.

    Hoping to spur a deal, California Senator Barbara Boxer in early November decided to pass a climate change bill out of committee without Republican support.

    Without a clear indication from legislation of how much the U.S. is willing to contribute, the treaty probably won’t be finalized in time. Some other industrialized nations are also balking at the cost and regulations in the treaty, prompting U.N. climate Chief Yvo de Boer to say he didn’t think a legally binding agreement could be passed during the upcoming conference, but he thought one could be reached within a year.

    Notice his use of the term, “legally binding.” That’s what they’re after, because once the treaty is signed by the president and ratified by the senate, any hope of America extricating itself from the agreement is gone.

    “You can’t resign from the treaty unless you get agreement from all the other state parties,” Monckton said. “And because you’ll be the biggest paying country, they’re not going to let you out of it.”

    And don’t think Obama won’t sign an agreement if it can be finalized. He’s signified he’s all in on the global warming boondoggle. And the Democrats only need to persuade six Republicans to join them to ratify the treaty.

    Arizona Senator John McCain, South Carolina Senator Lindsey Graham (who began working Nov. 5 to help draft compromise Cap and Trade legislation) and Maine Senators Olympia Snowe and Susan Collins are likely defectors.

    Signing such a treaty and ratifying it into law would be an unconstitutional ceding of U.S. sovereignty to another entity. But what’s one more unconstitutional act in Washington?

    During your campaign, Americans watched as you made mockery of our tradition of standing and crossing your heart when the Pledge of Allegiance was spoken. You, out of four people on the stage, were the only one not honoring our tradition.

    YES, “We noticed.”

    During one of your many speeches, Americans heard you say that you intended to visit all 57 states.
    We all know that Islam, not America has 57 states.

    YES, “We noticed.”

    When President Bush leaned over at Ground Zero and gently placed a flower on the memorial, while you nonchalantly tossed your flower onto the pile without leaning over.

    YES, “We noticed.”

    Every time you apologized to other countries for America’s position on an issue we have wondered why you don’t share our pride in this great country. When you have heard foreign leaders berate our country and our beliefs, you have not defended us. In fact, you insulted the British Crown beyond belief.

    YES, “We noticed.”

    When your pastor of 20 years, “God-damned America ” and said that 9/11 was ” America ‘s chickens coming home to roost” and you denied having heard recriminations of that nature, we wondered how that could be. You later disassociated yourself from that church and Pastor Wright because it was politically expedient to do so.

    When you announced that you would transform America , we wondered why. With all her faults, America is the greatest country on earth. Sir, KEEP THIS IN MIND, “if not for America and the people who built her, you wouldn’t be sitting in the White House now.” Prior to your election to the highest office in this Country, you were a senator from Illinois and from what we can glean from the records available, not a very remarkable one.

    YES, “We noticed.”

    All through your campaign and even now, you have surrounded yourself with individuals who are basically unqualified for the positions for which you appointed them. Worse than that, the majority of them are people who, like you, bear no special allegiance, respect, or affection for this country and her traditions.

    YES, “We noticed.”

    You are 9 months into your term and every morning millions of Americans wake up to a new horror heaped on us by you. You seek to saddle working Americans with a health care/insurance reform package that, along with cap and trade, will bankrupt this nation.

    YES, “We noticed.”

    We seek, by protesting, to let our representatives know that we are not in favor of these crippling expenditures and we are labeled “un-American”,”racist”, “mob”. We wonder how we are supposed to let you know how frustrated we are. You have attempted to make our protests seem isolated and insignificant. Until your appointment, Americans had the right to speak out.

    YES, “We noticed.”

    On September 11, 2001 there were no Republicans or Democrats, only Americans. And we all grieved together and helped each other in whatever way we could. The attack on 9/11 was carried out because we are Americans.

    And YES, “We noticed.”

    There were many of us who prayed that as a black president you could help unite this nation. In six months you have done more to destroy this nation than the attack on 9/11. You have failed us.

    YES, “We noticed.”

    September 11 is a day of remembrance for all Americans. You propose to make 9/11 a “National Service Day”. While we know that you don’t share our reverence for 9/11, we pray that history will report your proposal as what it is…a disgrace.

    YES, “We noticed.”

    You have made a mockery of our Constitution and the office that you hold. You have embarrassed and slighted us in foreign visits and policy.

    YES, “We noticed…”

    We have noticed all these things. We will deal with you. When Americans come together again, it will be to remove you from office.

    Take notice.

    Lisa – I had no idea this was going on. See, I think Obama is making a thing out of the bow, etc. to divert attention from things like this crapola.

    Arlene – As VF has said, download C Cleaner from and use it. It will safely clean your hard drive and you will move along faster. Also if you have a lot of photos and videos on your hard drive, you may want to move those to a disc. Just being a smart A today.

    The theme of “One Term President” was picked for solid reasons… and Obama has stated he was willing to scarifice a second term possibility for the socialist gains he might reap… and indeed he acts like a second term president, though in constant campaign mode, just in case… these Socialists buy their own snake oil thus pretend the majority of Americans think like they do… and try to treat Americans who are the majority who oppose them as red-neck tea bagging nazi KKK klansmen… and that crap is wearing thin… their characterizations are back firing… they are the short bus folks… not the American Public Majority.

    Enter Sarah Palin… and regardless of anything they try to do to her… she grows stronger… why? Because the n on-socialist American majority grows stronger.

    The Socialists are worried… and they should be… this is a new day… with an Obama history of governance… which is extremely flawed.
