It contained crumpled notes full of facts and figures that could floor an interlocutor at 20 paces. “She cannot see an institution without hitting it with her handbag,” another observer wrote.

    The “handbagger”—prime minister for 11 years, six months and 24 days (1979-90)—turned around the ruinously ailing British economy of the 1970s and shook the nation out of its demoralized slough. She broke the mold—she was the first woman prime minister in Europe and the longest-serving head of government in Britain in the 20th century.     Margaret Hilda Roberts was born October 13, 1925. Her father, Alfred, a self-made man, ran a grocery with his wife, Beatrice, in the provincial Lincolnshire market town of Grantham. They had an elder daughter, Muriel, born in 1921. Home was, Margaret recalled, “practical, serious and intensely religious.” Indeed life revolved around Methodism, with its churchgoing and music. Young Margaret became an accomplished pianist.

    This childhood living over the shop was “an idyllic blur,” with customers coming and going, Margaret helping to weigh out sugar, tea and coffee. The grocer’s daughter learned the basic tenets of economics, and from her mother she absorbed the efficient, make-good-and-mend housekeeping of the self-respecting middle class, virtues accentuated by World War II privations.     The family was “highly political,” and Margaret, aged just 10, could be found folding general election leaflets for a local Conservative candidate. She took elocution lessons—a pre-requisite for getting on in the world.

    Hers was also a dreamy nature. She loved Rudyard Kipling, the patriotic poet of British Empire, and the exotic worlds beyond Grantham that he portrayed.     Liberal commentators from Saturday Night Live comedians to newspaper columnists to bloggers to gay activists have portrayed President Obama as a do-nothing president and “whiner-in-chief,” expressing a growing concern that the president is not showing enough spine.

    In recent weeks, President Obama has faced increasingly sharp criticism of his style and performance from an unlikely quarter: liberals.

    Liberal commentators from Saturday Night Live comedians to newspaper columnists to leftist bloggers to gay rights activists have been portraying Obama as a do-nothing president and “whiner-in-chief,” expressing a growing concern that the commander in chief is not showing enough spine.

    Critics on the left are growing impatient with Obama and pressuring him to reject a request from his chief military commander for more troops in Afghanistan, to include a government-run insurance option in his health insurance reform plan and to lift the don’t-ask-don’t-tell policy concerning gays in the military.

    On Sunday thousands of gay rights activists marched from the White House to the Capitol, demanding that Obama keep his promise to work to end discrimination against gays and lesbians.

    “This president has done something pretty extraordinary,” said Michael Gerson, a senior fellow at the Council on Foreign Relations and a former senior adviser to the Bush administration.

    “He’s managed to convince a lot of Americans that he’s more liberal than he thought he was, at the same time he’s disappointed his liberal base,” he told FOX News. “That’s an accomplishment of sorts.”

    Gerson said Obama faces problems with his liberal base, which he says is in a demanding mood and is setting high expectations.

    “Every president needs the ability, particularly with a centrist country and centrist Congress, to make some concessions,” he said. “They need some ideological leeway.”

    The White House says the president has acted decisively in securing federal bailouts for General Motors and Chrysler, appointing Sonia Sotomayor to the U.S. Supreme Court and on other issues that critics have forgotten about because they’ve been focusing on health care reform and the war in Afghanistan.

    The White House also points out that Obama said during the campaign that he would be a deliberative president, and that he won’t change just because some commentators say he should.

    Tensions between the White House and liberal bloggers boiled over Sunday when New York Times correspondent John Harwood said on CNBC that an anonymous White House official had told him that the bloggers should “take off their pajamas, get dressed and realize that governing a closely-divided country is complicated and difficult.”

    In an e-mail to the Huffington Post on Monday, Harwood clarified that the unidentified adviser was referring to Obama’s entire liberal base, not just gays and lesbians.

    But some see the criticism as par for the course.

    “You’re never going to make everybody happy all the time. That’s just the rule of politics,” said Democratic strategist Josh Gottheimer, a former senior adviser to the Clinton administration.

    “I think he’s done plenty for the left, he’s done plenty for the center,” he said of Obama. “He’s got a philosophy. He made it clear when he was running for president that he was going to do what’s best for the country in very difficult times, and you’re not going to please everyone.”

    Gottheimer cited progress on the economy and health care reform, which is advancing to the Senate and House floors for a historic debate later his month.

    “These things have cycles,” Gottheimer said. “They can’t just say positive things all the time. They have to have a little fun.”

    Gottheimer pointed to Obama’s 52 percent approval rating, saying that’s what really counts.

    “That’s ultimately the poll that matters, and not what the late night comics say,” he said.

    37 Killed in Attacks on 4 Pakistani Security Sites

    LAHORE, Pakistan — Teams of gunmen attacked three security sites Thursday in the eastern Pakistani city of Lahore while a homicide bomber hit a northwestern town, killing a total of 37 people. The strikes were part of an escalating a wave of terror aimed at scuttling a planned offensive into the militant heartland on the Afghan border.

    One of the attacks, on a commando training facility on Lahore’s outskirts, lasted into Thursday afternoon, before security forces killed the five attackers and freed a family they were holding hostage, police said.

    The assaults paralyzed the cultural capital of this nuclear-armed U.S. ally, showing the militants are highly organized and able to carry out sophisticated, coordinated strikes against heavily fortified facilities despite stepped up security across the country.

    No group immediately claimed responsibility, though suspicion fell on the Taliban who have claimed other recent strikes. The attacks Thursday also were the latest to underscore the growing threat to Punjab, the province next to India where the Taliban are believed to have made inroads and linked up with local insurgent outfits.

    President Asif Ali Zardari said the bloodshed that has engulfed the nation over the past 11 days would not deter the government from its mission to eliminate the violent extremists, according to a statement on the state-run news agency.

    “The enemy has started a guerrilla war,” Interior Minister Rehman Malik said. “The whole nation should be united against these handful of terrorists, and God willing we will defeat them.”

    The wave of violence halted activity in Lahore. All government offices were ordered shut, the roads were nearly empty, major markets did not open and stores that had been open pulled down their shutters.

    The violence began just after 9 a.m. when a group of gunmen attacked a building housing the Federal Investigation Agency, a law enforcement branch that deals with matters ranging from immigration to terrorism.

    “We are under attack,” said Mohammad Riaz, an FIA employee reached inside the building via phone by The Associated Press during the assault. “I can see two people hit, but I do not know who they are.”

    The attack lasted about 1 1/2 hours and ended with the death of two attackers, four government employees and a bystander, senior government official Sajjad Bhutta said. Senior police official Chaudhry Shafiq said one of the dead wore a jacket bearing explosives.

    Soon after that assault began, a second band of gunman raided a police training school in Manawan on the outskirts of the city in a brief attack that killed nine police officers and four militants, according to police and hospital officials. One of the gunmen was killed by police at the compound and the other three blew themselves up.

    The facility was hit earlier this year in an attack that sparked an eight-hour standoff with the army that left 12 people dead.

    A third team of at least eight gunmen scaled the back wall of an elite police commando training center not far from the airport and attacked the facility, Lahore police chief Pervez Rathore said. Senior police official Malik Iqbal said at least one police constable was killed there.

    Lt. Gen. Shafqat Ahmad said five attackers were slain in a gunbattle and homicide blasts in the facility, and Shafiq said security forces freed a family that was being held hostage at the compound.

    Television footage showed helicopters in the air over one of the police facilities and paramilitary forces with rifles and bulletproof vests taking cover behind trees outside a wall surrounding the compound. Rana Sanaullah, provincial law minister of Punjab province, said police were trying to take some of the attackers alive so they could get information from them about their militant networks.

    Officials have warned that Taliban fighters close to the border, Punjabi militants spread out across the country and foreign al-Qaida operatives were increasingly joining forces, dramatically increasing the dangers to Pakistan. Punjab is Pakistan’s most populous and powerful province, and the Taliban claimed recently that they were activating cells there and elsewhere in the country for assaults.

    In the Taliban-riddled northwest, meanwhile, a suicide car bomb exploded next to a police station in the Saddar area of Kohat, collapsing half the building and killing 11 people — three police officers and eight civilians — Kohat police chief Abdullah Khan said.

    The U.S. has encouraged Pakistan to take strong action against insurgents who are using its soil as a base for attacks in Afghanistan, where U.S. troops are bogged down in an increasingly difficult war. It has carried out a slew of its own missile strikes in Pakistan’s lawless tribal belt over the past year, killing several top militants including Pakistani Taliban chief Baitullah Mehsud.

    One suspected U.S. missile strike killed four people overnight Thursday when it hit a compound in an area in North Waziristan tribal region where members of the militant network led by Jalaluddin Haqqani are believed to operate, two intelligence officials said. They spoke on condition of anonymity because they were not authorized to speak to the media.

    Pakistan formally protests the missile strikes as violations of its sovereignty, but many analysts believe it has a secret deal with the U.S. allowing them.

    The militants have claimed credit for a wave of attacks that began with an Oct. 5 strike on the U.N. food agency in Islamabad and included a siege of the army’s headquarters in the garrison city of Rawalpindi that left 23 people dead.

    The Taliban have warned Pakistan to stop pursuing them in military operations.

    The Pakistani army has given no time frame for its expected offensive in South Waziristan tribal region, but has reportedly already sent two divisions totaling 28,000 men and blockaded the area.

    Fearing the looming offensive, about 200,000 people have fled South Waziristan since August, moving in with relatives or renting homes in the Tank and Dera Ismail Khan areas, a local government official said, speaking on condition of anonymity because he was not authorized to talk to the media.

    WASHINGTON (AP) — The number of households caught up in the foreclosure crisis rose more than 5 percent from summer to fall as a federal effort to assist struggling borrowers was overwhelmed by a flood of defaults among people who lost their jobs.

    The foreclosure crisis affected nearly 938,000 properties in the July-September quarter, compared with about 890,000 in the prior three months, according to a report released Thursday by RealtyTrac Inc. That puts foreclosure-related filings on a pace to hit about 3.5 million this year, up from more than 2.3 million last year.

    Unemployment is the main reason homeowners are falling into trouble. While the economy is likely out of recession, the unemployment rate — now at a 26-year high of 9.8 percent — isn’t expected to peak until the middle of next year.

    Mortgage companies sometimes allow unemployed homeowners to defer three to six months of payments while they are looking for a job. But there’s little else they can do.

    “The sheer scale of the problem is preventing the loan modification programs from having the kind of impact we’d all like” said Rick Sharga, RealtyTrac’s senior vice president for marketing.

    Last week, the Obama administration hailed a milestone in its mortgage relief effort, reporting that 500,000 homeowners have received help since the program was launched in March. But new defaults are still exceeding the number of borrowers getting help.

    Mortgage companies have slowed down the pace of foreclosures as they evaluate whether borrowers qualify for the administration’s program. Analysts, however, forecast that many of those homeowners won’t qualify, and foresee a new wave of foreclosed properties hitting the market next year. That’s likely to further depress home prices.

    Some homeowners are in such a massive financial hole that it’s hard to design a modification that will actually provide lower payments. And some have avoided paying their monthly bills for a long time.

    Carlos Estrada, 57, of Tulare, Calif., for example, hasn’t made a mortgage payment since February 2008. The construction jobs that kept him working more than 40 hours a week during the housing boom have all but vanished.

    Earlier this year, he turned down a modification offer from Bank of America because it would have incorporated his unpaid balance and raised his monthly bill. But a bank spokeswoman said Wednesday that Estrada’s foreclosure sale had been postponed until late next month while the bank reviews whether he can qualify for help.

    “I’m still here waiting for them to help me resolve this situation,” Estrada said in Spanish.

    According to the RealtyTrac report, there were nearly 344,000 foreclosure-related filings last month, down 4 percent from a month earlier but still the third-highest month since the report started in early 2005.

    It was the seventh-straight month in which more than 300,000 households receiving a foreclosure filing, which includes default notices and several other legal notices that homeowners receive before they finally lose their homes.

    Banks repossessed nearly 88,000 homes in September, up from about 76,000 a month earlier.

    On a state-by-state basis, Nevada had the nation’s highest foreclosure rate in the July-September quarter. Arizona was No. 2, followed by California, Florida and Idaho. Rounding out the top 10 were Utah, Georgia, Michigan, Colorado and Illinois.

    BEIJING, China (CNN) — China ranks second only to the United States in the number of billionaires, according to an annual report of the 1,000 richest people in the country.

    The Hurun Rich List counted 130 billionaires in China this year, up from 101 a year ago and none in 2003.

    An additional 825,000 people had personal wealth of more than $1.5 million, said Rupert Hoogewerf, an accountant who has compiled the list since 1998.

    “You can double the real number of billionaires in China to 260,” said Hoogewerf in a statement. “There are still a large number of billionaires off the radar screens.”

    Often, wealthy people in China try to avoid the scrutiny of tax authorities by keeping their finances private.

    The man who topped the list last year, for example, is under arrest for alleged financial irregularities.

    The list indicates that China’s wealthy have been buffered from the global financial meltdown, which has tycoons in other countries reeling.

    A separate list, released in June by Capgemeni SA and Merrill Lynch Wealth Management, found that China’s economy grew by 9 percent last year, even as the United States and Europe slipped into recession.

    That list found that the combined riches of China’s millionaires surpassed that of the United Kingdom’s.

    Most business owners who made the Hurun list — both as billionaires and millionaires — made their fortune in real estate and related industries as China has undergone dizzying urbanization.

    The construction ministry estimates that the country’s urban population will increase by 300 million people by 2025.

    Few of those making the list relied on exports to Western economies.

    But the richest man in China this year, Wang Chuanfu, jumped 102 places to the top after billionaire U.S. investor Warren Buffett agreed to buy a 10 percent stake in his company.

    Buffett’s announcement sent shares in Wang’s company, BYD, surging 387 percent this year.

    The company initially made its name with rechargeable cell phone batteries, but this year launched mass production of a plug-in hybrid electric car.

    Other highlights from the list:

    # Less than 1 percent on the list inherited their wealth, compared with 25 percent in the United Kingdom and 35 percent in the United States.

    # The typical rich list member is a 50-year-old self-made man who started out 16 years ago and has made his money from property development.

    # 102 women were among China’s 1,000 richest. Chinese women make up more than half the world’s richest self-made women.

    # The top three hobbies of wealthy Chinese are travel, swimming and golf. The United States, Australia and France are their preferred destinations.

    Clinton said the U.S. would be as transparent as possible.

    “We want to ensure that every question that the Russian military or Russian government asks is answered,” she said, calling missile defense “another area for deep cooperation between our countries.”

    On another critical issue, Lavrov declared that it would be counterproductive to threaten Iran with more sanctions over its nuclear program — as he resisted efforts by Clinton to win agreement for tougher measures should Iran fail to prove its program is peaceful.

    Clinton visited Moscow on her first trip since becoming America’s top diplomat, in an effort to gauge Moscow’s willingness to join the U.S. in imposing sanctions.

    Clinton said the U.S. agreed it was important to pursue diplomacy with Iran.

    “At the same time that we are very vigorously pursuing this track, we are aware that we might not be as successful as we need to be, so we have always looked at the potential of sanctions in the event we are not successful and cannot assure ourselves and others that Iran has decided not to pursue nuclear weapons,” she said at a joint news conference.

    Iran insists it has the right to a full domestic nuclear enrichment program and maintains it is only for peaceful purposes, such as energy production.

    President Obama — who visited Russia in July — has vowed to “reset” U.S.-Russia relations. On Tuesday, Clinton apologized for missing that meeting because of a broken elbow.

    “But now both my elbow and our relationships are reset and we’re moving forward, which I greatly welcome,” she said.

    She was to meet with Russian President Dmitry Medvedev later Tuesday.

    Senators diverted $2.6 billion in funds in a defense spending bill to pet projects largely at the expense of accounts that pay for fuel, ammunition and training for U.S. troops, including those fighting wars in Iraq and Afghanistan, according to an analysis.

    Among the 778 such projects, known as earmarks, packed into the bill: $25 million for a new World War II museum at the University of New Orleans and $20 million to launch an educational institute named after the late Sen. Edward M. Kennedy, Massachusetts Democrat.

    While earmarks are hardly new in Washington, “in 30 years on Capitol Hill, I never saw Congress mangle the defense budget as badly as this year,” said Winslow Wheeler, a former Senate staffer who worked on defense funding and oversight for both Republicans and Democrats. He is now a senior fellow at the Center for Defense Information, an independent research organization.

    Sen. Tom Coburn, Oklahoma Republican, called the transfer of funds from Pentagon operations and maintenance “a disgrace.”

    “The Senate is putting favorable headlines back home above our men and women fighting on the front lines,” he said in a statement.

    Mr. Wheeler, who conducted the study, compared the Obama administration’s requests for funds with the $636 billion spending bill that the Senate passed. He discovered that senators added $2.6 billion in pet projects while spending $4 billion less than the administration requested for fiscal 2010, which began Oct. 1.

    Mr. Wheeler said that senators took most of the cash for the projects from the “operations and maintenance” or O&M accounts.

    “These are the accounts that pay for troop training, repairs, spares and supplies for vehicles, weapons, ships and planes, food and fuel,” Mr. Wheeler said.

    Raiding those accounts to fund big-ticket projects the military does not want, but that benefit senators’ home states or campaign contributors, amounts to “rancid gluttony,” he said.

    US Foreclosures Continued to Rise in Third Quarter

    The number of Americans receiving a foreclosure notice in the third quarter continued to grow, according to a new report, despite government programs intended to attack the problem.

    Foreclosure notices were up 5 percent in the third quarter from the previous quarter, according to a RealtyTrac.

Foreclosure notices are defined as a default notice, bank repossession or auction sale notice.

    In all, 937,840 properties in the US received foreclosure fillings in the third quarter.

    “Foreclosure rates are rising because of unemployment,” says Rick Sharga, senior vice president at RealtyTrac. Those who were struggling to pay back subprime loans are now at the same time dealing with unemployment, he said. The national unemployment rate was at 9.8 percent in September.

    The data comes a week after the Treasury said it had reached a goal of modifying the loans of 500,000 troubled homeowners ahead of schedule. The Making Home Affordable Program, which was launched in the Spring and now has the participation of four dozen loan servicers, is meant to head up 3-4 million home forclosures over the next two years.

    The uneven results in the fight against foreclosures come as executives from some of the largest home mortgage lenders met this week at an annual Mortgage Bankers Association conference in San Diego.

    In a speech at the event, Barbara Desoer, president of Bank of America’s home loan and insurance unit, told attendees that while she sees some signs of improvement, “the environment is still relatively fragile.”

    In September alone, according to RealtyTrac, 343,638 homes received a foreclosure notice, up from 29 percent a year ago but down 4 percent from the previous month.

    The states with the highest foreclosure rates didn’t change much from the month before.

    Nevada retained its spot as the state with the highest rate. Maryland jumped to the No. 10 spot after foreclosure notices increased 200 percent in September from the previous month.

    Meanwhile, bank repossessions were up 21 percent in the third quarter from the previous quarter.

    “It indicates that more homes entering foreclosure are going back to the banks instead of being resolved,” said Sharga.
