Obama still hopes for bipartisan support on jobs

WASHINGTON – President Barack Obama says he is still hoping for bipartisan support in using financial bailout money to help small businesses and bring down double-digit unemployment.

Emerging from a White House meeting Wednesday with a group of Republican and Democratic congressional leaders, Obama repeated his proposals, which also embrace more infrastructure spending and incentives to Americans for making their homes more energy efficient.

At the same time, the president said he was committed to working with members of Congress from both parties to bring down the nation’s ballooning debt.

    Lawmaker drops push to give Tiger Woods Congressional Gold Medal

    A California lawmaker is abandoning his effort to honor golf star Tiger Woods with the Congressional Gold Medal.

    In a statement given to The Hill’s ITK, Rep. Joe Baca (D-Calif.) said, “In light of the recent developments surrounding Tiger Woods and his family, I will not pursue legislation awarding him the Congressional Gold Medal this session.”

    Baca, an avid golfer, introduced a measure in March that seeks to give Woods the highest civilian award bestowed by Congress.

    The bill states, “To provide for the award of a gold medal on behalf of the Congress to Tiger Woods, in recognition of his service to the Nation in promoting excellence and good sportsmanship, and in breaking barriers with grace and dignity by showing that golf is a sport for all people.”

    It was referred to the House Financial Services Committee, but panel chairman Barney Frank (D-Mass.) has not moved the measure.

    Gatorade released a statement on Tuesday saying its decision to discontinue its “Tiger Focus” drink had nothing to do with the golfer’s unusual car crash last month outside his Florida home. The company claims the decision was made before the incident and subsequent allegations of extra-marital affairs.

    Baca’s bill does not have any co-sponsors (and is unlikely to gather any support in light of recent events). Baca has introduced similar resolutions honoring Woods in previous years, some of which attracted dozens of co-sponsors.

    A Baca measure honoring golfing legend Arnold Palmer was signed into law by President Barack Obama at a private White House ceremony in late September.

    President Barack Obama told House Republican leaders to “stop trying to frighten the American people” even as he and Democrats said they see a possibility for bipartisan cooperation on job creation legislation.

    Senate Majority Leader Harry Reid (D-Nev.) told reporters that Obama made the admonition during a bipartisan meeting at the White House on Wednesday, producing a chart to show Republicans that “things are a lot better.”

    Reid and House Speaker Nancy Pelosi (D-Calif.) said there was broad agreement on their side of the aisle about how to create jobs by aiding small businesses and boosting infrastructure spending. Pelosi said she thinks on those issues, “it’s possible for us to find some common, bipartisan ground.”

    But moments later, Republicans made it clear that they want to see a “spending freeze” and a “no-cost” jobs plan that consists largely of tax cuts.

    “We can’t keep spending money we don’t have,” House Minority Whip Eric Cantor (R-Va.) said.

    House Minority Leader John Boehner (R-Ohio) pushed back on Obama’s request for an end to Republicans’ scare tactics by saying that Obama’s policies have led to a hiring freeze, and the GOP is simply telling constituents what is happening.

    “[E]mployers are sitting there and they’re frozen because they don’t know what’s really going to happen here,” Boehner said. “And the president wants to blame us for informing the American people about what’s happening here and how it will affect them, but it’s not what we’re doing; it’s the policies that they’re promoting here in Washington.”

    The Republicans presented a letter to Obama detailing how they think he should approach job creation, including by way of tax cuts and trade expansion.

    For his part, Obama also expressed hope that Republicans would support him on his proposals, particularly on items like a one-year elimination of the capital gains tax that the GOP has supported in the past.

    “It’s appropriate that I met with leaders of both parties,” Obama said after the meeting. “Spurring hiring and economic growth are not Democratic or Republican issues. They are American issues that affect every single one of our constituents.”

    Despite the GOP opposition, Democratic leaders seemed optimistic they can move quickly on a jobs bill that contains much of what the president outlined in a speech Tuesday.

    Reid declined to say when a jobs bill might come up in the Senate, but he said after Tuesday night’s “breakthrough” on healthcare reform that he does think the Senate will pass a healthcare bill before lawmakers leave for Christmas.

    The newspaper said Wednesday its investigation also found some chains set much higher standards for bacteria levels than the Department of Agriculture. McDonald’s, Burger King and Costco test meat 10 times more frequently.

    It was revealed yesterday that Florida authorities feared Woods had overdosed on prescription drugs.

    A police report released on Monday said Woods had been drinking before the crash and had taken powerful painkillers Vicodin and Ambien sleeping pills.

    Apart from releasing a statement a week ago apologising for his ‘transgressions, Woods has made no comment and remained out of sight since the accident.

    He is said to have offered his wife millions to keep her from walking out on him and taking their children Sam, two, and ten-month-old Charlie.

    But she recently bought a £1.3million island hideway in Sweden, fuelling speculation that the former children’s nanny and bikini model is preparing to start a new life in her homeland.

    Nordegren, who married Woods in 2004, is still living at the family’s £1.7million mansion, despite earlier reports she had moved out.
    Tiger Woods’s wife Elin believed him when he said he was not playing around with other women, it was reported in the US last night.
    Sources told People magazine she ‘believed his lies’ when he told her he was not seeing anyone while he was away from home taking part in golf tournaments.
    The respected magazine said it was common knowledge on the golf circuit that Woods was cheating on his wife.
    But sources told People:’It is sort of sad that all of the golfers knew about Tiger’s cheating throughout his marriage while poor Elin believed his lies when he told her he was not seeing any other women when on the road for days at a time.’

    She was at the centre of a further drama after her mother Barbro Holmberg collapsed in the early hours of Tuesday morning.

    A dramatic 911 call made after the 57-year-old Swedish politician became ill was leaked online overnight.

    It is believed she became sick after confronting Woods over claims that he had cheated on her daughter Nordegren with a string of mistresses.

    In a recording made at 2.35am, a sobbing woman – understood to be Nordegren – told the emergency operator that her mother had collapsed.

    ‘Hurry up,’ the caller said. ‘She collapsed in the bathroom. What do I do?’

    The dispatcher then makes attempts to calm the woman down and asks her to check on her mother’s condition.

    A few seconds later the caller said Mrs Holmberg was breathing normally, talking and did not appear to be hurt from her fall.

    ‘She said she collapsed,’ the woman said. ‘She fainted. She was down for a while.

    ‘I heard her fall and ran up there and tried to get her up. I don’t think she’s injured.

    She then apologises for the call, adding: ‘I’m sorry. I got so scared.’

    After spending 11 hours at the centre, Mrs Holmberg was released yesterday evening and returned to Woods’ mansion in Windermere, near Orlando.

    Earlier reports suggested she had been suffering from acute food poisoning but it is understood she had an anxiety attack after the argument.

    An unnamed cocktail waitress says she had a two-year affair with the billionare golfer and claims he told her his marriage was a sham and ‘just for publicity’.
    Michael O’Quinn, who is representing the 26-year-old, said that she met Woods in 2004 while working as a cocktail waitress for VIPs at the Roxy Nightclub near his home in Orlando.
    He was already engaged at the time.
    ‘Her relationship was not a one-night stand,’ Mr O’Quinn told the New York Post. ‘It was long-term, and it was witnessed by many people in this community. She has detailed knowledge of his life, his habits.’
    The waitress is said to have had qualms about the affair after Woods married Swedish au pair Miss Nordegren in 2004, according to the TMZ website.
    There are also reports that a British TV star was involved with Woods, taking the tally to ten.
    A new photograph of the golfer flirting with a scantily-clad cocktail waitress at a Las Vegas club emerged last night.
    The image, taken on October 4, shows the scandal-hit golfer talking intimately to a blonde dressed in a strappy black leotard and white collar with black bow-tie.
    They were at Tao, the Vegas club where Rachel Uchitel and Kalika Moquin – two of the women already linked to Woods – used to work.

    WASHINGTON — Health care overhaul now looks like it really will happen, with a compromise coming together in the Senate to give uninsured Americans options they’ve never had before. But it won’t be a free ride.

    Have your checkbooks and credit cards ready. There’s a price for health care security — particularly for solid middle-class households, who wouldn’t get much help with premiums.

    President Barack Obama hailed the Senate agreement Wednesday, building expectations that the yearlong fight over revamping health care had finally come down to the bill now emerging.

    That measure, like the Medicare prescription drug benefit that passed when Republicans ran Washington, would offer consumers a dizzying lineup of health plan choices — with different costs and benefits.

    “People who need to buy coverage as individuals and small employers are going to have a lot more in the way of attractive health insurance options, and they won’t have to worry about whether their medical condition precludes them from being covered,” said policy expert Paul Ginsburg, who heads the nonpartisan Center for Studying Health System Change.

    The downside: “Sticker shock is going to come to some.”

    Get ready for a whole new set of trade-offs.

    For example, people in their 50s and early 60s, when health problems tend to surface, are likely to pay less than they would now. Those in their 20s and 30s, who get the best deals today, will face higher premiums, though for better coverage.

    The tentative deal by Democratic senators would give millions of Americans the option of signing up for private plans sponsored by the federal employee health system, which covers some 8 million, including members of Congress. The compromise, which also offers people age 55 to 64 the option of buying into Medicare, appears to have given Democrats a way around the deal-breaker issue of a new government plan to compete with private carriers. Senators continued to debate for a 10th day, with Democrats pushing to pass the bill by Christmas.

    The 2,074-page Senate bill will grow even longer as amendments are considered, but the basic outlines of the legislation most likely to pass are becoming clearer.

    The overhaul will be phased in slowly, over the next three to four years. But eventually all Americans will be required to carry coverage or face a tax penalty, except in cases of financial hardship. Insurers won’t be able to deny coverage to people with health problems, or charge them more or cut them off.

    Most of the uninsured will be covered, but not all. As many as 24 million people would remain uninsured in 2019, many of them otherwise eligible Americans who still can’t afford the premiums. Lawmakers propose to spend nearly $1 trillion over 10 years to provide coverage, most of the money going to help lower-income people. But a middle-class family of four making $66,000 would still have to pay about 10 percent of its income in premiums, not counting co-payments and deductibles.

    No dramatic changes are in store for most people who get coverage through their jobs — about 60 percent of those under age 65. The Congressional Budget Office says the bill wouldn’t have a major effect on premiums under employer plans, now about $13,000 a year. Parents would be able to keep dependent children on their coverage longer, age 27 in the House bill.

    One benefit for people with employer coverage is hard to quantify: It should be easier to get health insurance if they’re laid off.

    The real transformation under the legislation would come for those who now have the most trouble finding and keeping coverage: people who buy their own insurance or work for small businesses. About 30 million could pick from an array of plans through new insurance supermarkets called exchanges.

    Some people’s taxes would go up.

    To pay for expanded coverage, the House bill imposes a 5.4 percent income tax surcharge on individuals making more than $500,000 and families earning more than $1 million. The Senate slaps a 40 percent tax on insurance plans with premiums above $8,500 for individual coverage and $23,000 for family plans, among other levies.

    The rest of the financing would come mainly from cuts in federal payments to insurers, hospitals, home health care agencies and other medical providers serving Medicare.

    Preventive benefits for seniors would be improved. So would prescription coverage. But people enrolled in private plans through the Medicare Advantage program are likely to see higher out-of-pocket costs and reduced benefits as overpayments to insurers are scaled back.

    The latest big wrinkles in the debate involve intriguing opportunities for consumers. But even there, it may be less than meets the eye.

    Lawmakers have been talking for years about giving average Americans the option of coverage through the federal employee system, “just like members of Congress.” The compromise among Senate Democrats would make plans certified by the federal employee system available nationwide, bringing competition to states in which one or two large insurers now control the market.

    The other big new idea is to allow people age 55 to 64, one of the groups now most at risk for losing coverage, to buy into Medicare.

    Yet from the inside, the federal employee health benefits plan isn’t looking all that great these days. Federal workers do have a wide choice of insurance plans, but they’re looking at hefty premium increases next year. Individual coverage under the most popular plan is going up 15 percent.

    “I don’t think you’ll ever find someone satisfied with the price,” said Jacqueline Simon, policy director for the American Federation of Government Employees. “And you’ve got people who are priced out.” The union estimates that 250,000 federal workers are uninsured, mostly because they can’t afford the premiums.

    And what about Medicare? It is widely accepted, with 74 percent of doctors saying in a recent survey that they’re taking most or all new Medicare patients. But buying into Medicare won’t be cheap, about $7,600 a year not counting out-of-pocket costs for deductibles and copayments.

    Ginsburg, the policy expert, says he’s puzzled as to why anyone in their late 50s would want to buy into Medicare instead of picking a plan offered in the new exchanges, the insurance supermarkets. His reasoning: The exchange plans should have lower premiums since they would also include younger people who don’t go to the doctor that often.

    “The legislation already solved the problem by offering them coverage through the exchange,” he said. “A Medicare buy-in based on the older age group is going to cost a lot more.”

    I just read that my governor Chris Gregoire is slashing spending to try to reign in the budget for the State of Washington. She is cutting ALL funding to Basic Health, our state subsidized health care plan. So I will soon join the ranks of the uninsured. I guess I can look at the bright side: That’s $120 a month more in my pocket….until I need a doctor that is. Well, I haven’t been to a doctor in over a year, so if I can stay healthy I’ll be fine, but I feel for those who will be left out in the cold and who will be bankrupted by one catastrophic illness or accident.

    Well, I’m off to the Sarah Palin Side Show. I read that the first person started lining up yesterday afternoon to see her today at noon. I am going to go talk to the fanatics and freaks who would stand out in sub-freezing temps (we got down to about 10 degrees here last night) to see a local hero who has made it to the big time. I will not be standing in line. I imagine they will reach the 700 person limit well before I arrive. That ok. I just want to talk to her fans and feel the passion that she invokes in folks. I’m envious of that passion that people have for her. I wish there was a public figure I could feel that kind of passion for.

    In a bold but risky year-end strategy, Democrats are preparing to raise the federal debt ceiling by as much as $1.8 trillion before New Year’s rather than have to face the issue again prior to the 2010 elections.

    “We’ve incurred this debt. We have to pay our bills,” House Majority Leader Steny Hoyer told POLITICO Wednesday. And the Maryland Democrat confirmed that the anticipated increase could be as high as $1.8 trillion — nearly twice what had been assumed in last spring’s budget resolution for the 2010 fiscal year.

    The leadership is betting that it’s better for the party to take its lumps now rather than risk further votes over the coming year. But the enormity of the number could create its own dynamic, much as another debt ceiling fight in 1985 gave rise to the Gramm-Rudman deficit reduction act mandating across-the-board spending cuts nearly 25 years ago.

    Already in the Senate, there is growing pressure in both parties for the creation of a novel bipartisan task force empowered to force expedited votes in the next Congress on deficit reduction steps now shunned by lawmakers.

    As introduced Wednesday, the legislation sets no specific targets for deficit reduction, but its 18-member task force — 16 of whom would come from Congress — is promised immense leverage to force change if they can first come together behind a plan.

    “This is a defining moment,” said Senate Budget Committee Chairman Kent Conrad (D-N.D.), one of the lead sponsors, and New Hampshire Sen. Judd Gregg, the panel’s ranking Republican, is already maneuvering to try to add the legislation as an amendment to any bill tapped to carry the debt increase.

    As explained by Hoyer and other Democrats, that will almost certainly be a pending $636.4 billion Pentagon appropriations bill that includes $128.3 in contingency funds for military operations in Iraq and Afghanistan.

    The House leadership has held back the bill for weeks, saving it for this moment, but now appropriations clerks have been instructed to have a final package ready to go by Monday.

    Leadership staff stressed that nothing was yet final in what has become a year-end negotiation between top Democrats in the House and Senate. But the Senate appears to have been the first to put the $1.8 trillion number on the table. And Hoyer’s comments are the clearest yet on the scale of the increase and the expectation that it will be part of a larger year-end legislative train pulled along by the must-pass military bill.

Bush, with 44% saying they’d rather have his predecessor. Given the horrendous approval ratings Bush showed during his final term that’s somewhat of a surprise and an indication that voters are increasingly placing the blame on Obama for the country’s difficulties instead of giving him space because of the tough situation he inherited. The closeness in the Obama/Bush numbers also has implications for the 2010 elections. Using the Bush card may not be particularly effective for Democrats anymore, which is good news generally for Republicans and especially ones like Rob Portman who are running for office and have close ties to the former President.
