Obama Bitch-Slapped by Hondras Parliment

This just in…

The 128-member single-chamber Hondurian Parliament has voted 98-12 to reject reinstating Manuel Zelaya to power after he was voted out of office for illegally attempting to change the country’s constitution to allow himself no term limits.

According to Times Online, Zelaya said he didn’t want the job anyway if it were for only the two remaining months. Zelaya’s term would have been up on January 22, 2010.

    A veteran of three wars who was awarded the Congressional Medal of Honor is now facing an unlikely enemy — his neighbors.

    Col. Van T. Barfoot, 90, has raised the Stars and Stripes every day at sunrise and lowered them every day at sunset since he served in the U.S. Army. But on Tuesday he received a letter from the law firm that represents his homeowners’ association, ordering him to remove the flagpole from his Richmond, Va. yard by 5 p.m. on Friday or face “legal action.”

    The homoeowners’ association at Sussex Square community told Barfoot that the freestanding, 21-foot flagpole that he put up in September violates the neighborhood’s aesthetic guidelines.

    Barfoot had sought permission to install the pole shortly after he moved into the community — a complex of townhouses where the grounds are community property — last June. The board denied his request in July.

    But Barfoot and his family say there is no provision in Sussex Square’s rules that forbids erecting flagpoles. And for Barfoot, that’s a cause worth fighting for.

    “There’s never been a day in my life or a place I’ve lived in my life that you couldn’t fly the American flag,” Barfoot said in an interview with the Richmond Times-Dispatch.

    In a statement released last night, the association sought to defend its position against a growing chorus of outrage.

    “This is not about the American flag. This is about a flagpole,” reads the statement from the association, which insists that Barfoot directly violated its board’s July ruling.

    “Col. Barfoot is free to display the American flag in conformity with the neighborhood rules and restrictions. We are hopeful that Col. Barfoot will comply.”

    The statement reminded the public that many American flags hang from homes in the Sussex Square community, and that the board members object only to Barfoot’s freestanding flagpole.

    But Barfoot says he has always flown the flag from a height: “Where I’ve been, fighting wars … military installations, parades, everything else, the flag is vertical. And I’ve done it that way since I was in the Army,” Barfoot told the paper.

    Barfoot is one of the country’s last living World War II veterans who received the Medal of Honor. He also served in the Korean War and the Vietnam War and earned a Purple Heart. In WWII, Barfoot showed his mettle in Carano, Italy, where he single-handedly destroyed a set of German machine gun nests, killed eight enemy soldiers, took 17 prisoners and stared down a tank before destroying it and killing its crew — all in a single day. Exhausted by his herculean efforts, he still managed to move two of his wounded men 1,700 yards to safety.

    “Sgt. Barfoot’s extraordinary heroism, demonstration of magnificent valor, and aggressive determination in the face of pointblank fire are a perpetual inspiration to his fellow soldiers,” reads the official citation for his Medal of Honor.

    Barfoot’s resolve is now once again being tested.

    “I’ve flown the flag at my home as long as I can remember,” said Barfoot, who lived in rural Amelia County before moving to suburban Richmond. “This is the first time in the last 36 years that I’ve been unable to put my flag up on the same pole, the same staff and take it down when it’s time to come down.

    “I don’t have any qualms with [the board's] authority, but the thing about it is that I cannot get enough conversation out of them where we can try to work out a solution,” Barfoot said.

    Neighbors largely have expressed their support, but he realizes that ultimately it’s up to the nine-member association board whether to grant an exception to the rules.

    “Emotional torture is what they’ve done to my father,” said his daughter, Margaret Nicholls. “He has lost sleep, he worries about it constantly. He just doesn’t understand. He thinks that if it’s on his property they can’t tell him what to do.”

    The president claimed progress toward an economic recovery while saying much more work needs to be done even as the left-wing of his party accused his administration of not doing enough to increase employment.

    Obama is facing an unexpected jolt from liberal Democratic lawmakers, including members of the Congressional Black Caucus, who are unhappy with his administration’s pace of efforts tackling the unemployment rate, which is a whopping 10.2 percent and expected to rise.

    The CBC, in particular, say Obama officials have not done enough to address the severe economic problems in the black community. Rep. Maxine Waters, D-Calif, reportedly issued a warning Wednesday that the 43 members of the caucus are planning to vote with the GOP to derail a number of Democratic bills if it isn’t addressed.

    Meanwhile, at the White House, Obama sought fresh ideas from the 130 executives, labor leaders who attended.

    Obama said the leading question of the day is “how do we get businesses to start hiring again.”

    The jobless figure is causing a lot of anxiety for Democratic lawmakers up for re-election in 2010, who realize that if it doesn’t turn around, they too could be out of a job.

    Labor support is more in favor of funding labor projects, in terms of public works, putting more money into the states and cities but the White House is concerned about the deficit.

    There’s also concern about how the jobless rate will affect the federal deficits, which hit an all time high of $1.42 trillion in the fiscal year that ended in September.

    The pressures come from all sides — businesses would like the White House to focus on free trade, Democrats on Capitol Hill on a jobs bill and many in the American public are narrowing in on deficit spending.

    Al Gore apparently has canceled a high-priced speaking engagement during the upcoming climate change conference in Copenhagen.

    As NewsBusters reported Tuesday, the Nobel Laureate was slated to lecture about his new book “Our Choice” where attendees could pay over $1,200 a ticket for the right to meet the Global Warmingist-in-Chief and have their picture taken with him.

    According to Danish newspaper Berlingske, this has been canceled due to “unforeseen changes” to Gore’s schedule (rough translation follows, h/t Marc Morano):

    Al Gore has this morning told Berlingske Media’s great annoyance has canceled his planned major climate talks for Danes 16th December 1 Tap in the old Carlsberg because, under the title “Climate Conclusion”.

    Cancellation comes with regard to unforeseen changes in Al Gore’s program for the climate summit, COP 15. [...]

    Around 3000 the Danes had already secured a ticket for Berlingske Media’s event, planned since August and should have taken place just two days before the climate summit, COP 15, will end. [...]

    - We have had a clear-cut agreement, and it is unusual with great disappointment that we have to announce that Al Gore cancels.

    From what NewsBusters can tell, this is the $1,200 per handshake lecture. Unfortunately, the link advertising this event at VisitCopenhagen.com now goes to a page claiming “This page cannot be found.”

    However, the cached version disclosed:

    The lecture with Al Gore is on 16 December 2009 in one of the old bottling halls, Tap 1, at Carlsberg Brewery. Tap 1 is a new venue for concerts, lectures and exhibitions in Copenhagen’s new developing area of Carlsberg’s old brewery site.

    Obviously, this is the same event that Berlingske claims has been canceled.

    Makes one wonder why VisitCopenhagen.com chose to scrub this event completely from its website rather than informing folks that it’s been canceled.

    Exit question: Do the “unforeseen changes” to Gore’s schedule have something to do with ClimateGate and/or the fee being charged for his handshake?

    Citing AARP’s past opposition to proposed cuts in Medicare, McCain expressed dismay Thursday that the senior group has suddenly changed its position to support $460 billion in cuts to the program proposed by Democrats to help pay for health care legislation.

    “Shame on AARP,” McCain, R-Ariz., said Thursday on the Senate floor. “Take your AARP card, cut it in half and send it back. They’ve betrayed you.”

    “If we’re talking about Medicare cuts alone as a way of financing health reform, we would fight that with all of our strength,” he added. “We’ve gone as far as we can down that road.”

    Democrats throughout Thursday’s Senate debate used AARP’s endorsement of their bill to blunt Republican charges that they are gutting Medicare. AARP rode to the rescue of Democrats on Wednesday, announcing its support for billions in Medicare cuts to help fund the legislation.

    As Republicans pressed to restore the cuts, AARP said Democrats merely were recommending elimination of waste and inefficiency within the giant health care program for seniors.

    “Most importantly, the legislation does not reduce any guaranteed Medicare benefits,” A. Barry Rand, AARP’s CEO, said in a letter to senators.

    Republicans, led by McCain, 73, but not a member of the group, said seniors would lose some of their add-on benefits that are part of coverage under private insurance Medicare. “Above all, we must not use Medicare as a piggy bank” to pay for other programs, he said.

    Democrats, sensitive to the charges, rallied behind an alternative proposal by Sen. Michael Bennet, D-Colo., saying the bill would cause no reduction in guaranteed Medicare benefits.

But the world body isn’t coming clean on the full costs of its self-greening effort with the member states who foot the bill.

    After Fox News began asking questions about a pilot project that aims to start that process, the documentation concerning the greening effort abruptly disappeared from the U.N. Web site where it had been stored.

    The greening effort is an issue with some urgency, since the U.N. — and the world — are on the eve of the much-touted Copenhagen meeting on greenhouse gas emissions, which begins Dec. 7 and ends Dec. 18. U.N. Secretary General Ban Ki-moon has been leading an unprecedented lobbying effort by the ostensibly neutral world organization to pressure member states into signing a drastic, multitrillion-dollar deal that would dramatically reshape the world economy.

    The U.N. pilot project is called Greening as One, a response to a demand by Secretary General Ban that the organization lead from the front while it is espousing the hugely expensive and world-altering measures to combat “climate change.”

    It’s a bid to make all U.N. offices around the world “climate neutral,” and to turn U.N. outposts in the developing world into local proponents and users of “sustainable management practices” — including the buying and selling of local “sustainable” building goods and the setting of environmentally approved building and material standards.

    The U.N. pilot project has another purpose: it involves a low-profile, grass-roots campaign to steer powerful government bureaucracies in the countries where the U.N. operates into adopting the same green agenda and thus make dramatic changes in the way local governments behave — with or without a global climate deal in Copenhagen.

    The Greening as One document specifically tells U.N. offices in the pilot countries to identify “3-5 public organizations, which have the capacity and interest to act as champions on sustainable operations management in the country.”

    The climate neutrality effort, now in the early stages of a five-year roll-out, is being coordinated by the United Nations Environmental Program, the world organization’s Nairobi-based environmental agency. It apparently was endorsed last month by a committee of a powerful U.N. internal body known as the United Nations Development Group (UNDG), which brings together 32 U.N. agencies, funds, programs and other institutions involved with economic development.

    Documents concerning the green effort were stored on the UNDG website — at least until Fox News asked about them.

    Greening as One builds on a U.N. program known as Delivering as One, which also began as a pilot project two years ago and aimed at consolidating various local branches of U.N. agencies around the world to improve their effectiveness, rationalize their costs and structures, and add to their clout.

    In effect, Delivering as One aims to greatly concentrate the local profile and impact of the world organization, whose diverse funds, agencies and programs have long been administered separately, and often are located in separate offices and buildings in the same country.

    According to U.N. documents obtained by Fox News, the five-year Greening pilot effort is supposed to cost a mere $3.8 million.

    But that budget number includes only part of the work to be done in the pilot sample of three small countries — Albania, Cape Verde and Vietnam — plus initial efforts to do climate neutrality assessments in another ten developing nations in preparation for their own green U.N. centers.

    Low-balling pilot project rollouts is a familiar exercise at the U.N., especially when it faces resistance from skeptical or cost-conscious member states who pay its bills. The pilots are often the thin edge of a spending wedge that widens rapidly as the pilot project enlarges beyond its original boundaries.

    If the Greening as One roll-out is successful, it would eventually be expected to expand to at least 160 developing countries, if not the entire U.N. membership, raising the future costs drastically.

    The Greening as One documents even illustrate exactly how that process worked with the Delivering as One initiative that was its precursor.

    Delivering as One began as a pilot project in 2007 in eight countries, including the three involved in the launch of the Greening effort. But U.N. offices in other countries quietly joined in a parallel effort with the pilot project — also consolidating and rationalizing their operations in new, centralized facilities.

    The upshot: an annex to the U.N.’s Greening proposal shows that only two years after the Delivering as One pilot project began, the number of countries involved had ballooned to 36 and the cost had soared past $204 million. That whopping total does not include the costs in 13 of the 36 cases, which were listed as “not available.”

    In the case of the U.N.’s pilot Greening as One effort, one sign that much bigger bills can be expected in the near future is that the $3.8 million original budget skips almost entirely over the costs of actually building or renovating new U.N. offices along the strict environmentalist lines that are the project’s aim.

    The building costs of engineering features such as solar cells and wind generators, improving insulation, rain water recycling, banning “unsustainably harvested” wood and giving preference to recycled materials will be presented in a later phase of the pilot project for each country.

    The big exception is Vietnam, where a government-donated building and independently donated funding have pushed forward the agenda to the point where the U.N.’s new Green One U.N House, sheltering 16 organizations that formerly were in 10 locations across Hanoi, is supposed to open its doors in 2010 — as the rest of the greening initiative is still beginning. More than 50 percent of the cost of the new environmentally correct building came from countries such as Norway, Britain, Ireland, Australia and Finland, with the rest coming from the occupying U.N. agencies.

    Rather than sustainable bricks and recycled mortar, almost all of the $3.8 million in the Greening as One budget appears to go to funding squads of analysts, advisors, consultants and coordinators to carry out assessments, set up benchmarks, devise strategies for raising money, advise procurement bureaucracies, share information and coordinate between U.N. organizations, and write reams of reports, listed in the Greening as One documents as the “outputs” of the pilot phase.

    The document hints that a number of the coordinators and advisors may be U.N. staffers — including, perhaps, an International Project Coordinator who would cost $750,000 over five years — or may be other U.N. organizations, such as the United Nations Development Program, which would still be funded out of the pilot budget.

    And over and above all that, UNEP, as the overall agency in charge, would add an administrative fee of 13 percent of all gross costs to the pilot budget — worth $442,000. The dollar value of the administrative fee would expand proportionately as the Greening initiative expanded.

    Even though the actual construction costs for its Greening project come later, the U.N.’s Greening as One document tries hard to make the case that its radical environmental overhaul will not necessarily be all that more expensive than regular construction. As the report puts it, in a lengthy annex, “Green Buildings can be built with little or no capital cost premium” — and may indeed save enough money to justify the extra expense over less than a decade.

    The document also argues that the Greening program will provide other benefits — “some of which are difficult to quantify” — like “an improved public image.”

    Some of the additional benefits the document argues green construction will bring seem speculative, such as an assertion in one chart that green buildings lead to “increased employee satisfaction and productivity: up to 25% annually.”

    No matter how much reengineering the U.N. puts into Greening as One, the world organization is still not sure its sustainable real estate empire will be truly carbon-neutral.

    But then the proposal unveils a secret weapon: carbon trading. In cases where it cannot become truly neutral in the production of greenhouse gases, the U.N. says it will purchase “high quality carbon offsets” — unspecified — to bring its greenhouse ratings down to zero.

    “To avoid genuine criticisms,” the document notes, “offsetting should be done only after sincere efforts to minimize an entity’s own GHG [greenhouse gas] emissions.”

    The rules on when and how to do that, the document indicates, have not yet been “elaborated” by the U.N.’s top environmental managers.

    By the time this article was published, UNDG officials had not responded to a series of questions asked by Fox News to confirm details of the project approval, how many other countries might be added later, and if so, how soon that might happen.

    UNDG also had not answered questions about which local bureaucracies were being approached in pilot countries as green “champions,” the involvement of other U.N. agencies in the effort, and whether there were any projections available of the future costs of the full program.
